  1  1    Amend House File 737 as follows:
  1  2    #1.  Page 3, line 22, by inserting after the word
  1  3 "abuse" the following:  "in the department of public
  1  4 safety".
  1  5    #2.  Page 17, by inserting after line 11 the
  1  6 following:
  1  7    "Sec.    .  Section 80E.1, subsection 1, Code 1999,
  1  8 is amended to read as follows:
  1  9    1.  A The position of drug enforcement and abuse
  1 10 prevention coordinator is established within the
  1 11 department of public safety.  The drug enforcement and
  1 12 abuse prevention coordinator shall be appointed by the
  1 13 governor, subject to confirmation by the senate, and
  1 14 shall serve at the pleasure of the governor.  The
  1 15 governor shall fill a vacancy in the office in the
  1 16 same manner as the original appointment was made.  The
  1 17 coordinator shall be selected primarily for
  1 18 administrative ability.  The coordinator shall not be
  1 19 selected on the basis of political affiliation and
  1 20 shall not engage in political activity while holding
  1 21 the office.  The salary of the coordinator shall be
  1 22 fixed by the governor.
  1 23    Sec.    .  Section 80E.1, subsection 2, paragraph
  1 24 a, Code 1999, is amended to read as follows:
  1 25    a.  Coordinate and monitor all statewide narcotics
  1 26 enforcement efforts, operate and supervise the
  1 27 governor's alliance on substance abuse, coordinate and
  1 28 monitor all state and federal substance abuse
  1 29 treatment grants and programs, coordinate and monitor
  1 30 all statewide substance abuse prevention and education
  1 31 programs in communities and schools, and engage in
  1 32 such other related activities as required by law.  The
  1 33 coordinator shall work in coordinating the efforts of
  1 34 the department of corrections, the department of
  1 35 education, the Iowa department of public health, the
  1 36 department of public safety, and the department of
  1 37 human services.  The coordinator shall assist in the
  1 38 development and implementation of local and community
  1 39 strategies to fight substance abuse, including local
  1 40 law enforcement, education, and treatment activities."
