  1  1    Amend House File 675 as follows:
  1  2    #1.  Page 2, by inserting after line 14 the
  1  3 following:
  1  4    "Sec. ___.  Section 279.44, Code 1999, is amended
  1  5 to read as follows:
  1  6    279.44  ENERGY AUDITS.
  1  7    1.  Between July 1, 1986 and June 30, 1991, and on
  1  8 a staggered annual basis each five years thereafter,
  1  9 the board of directors of each school district shall
  1 10 file with the department of natural resources, on
  1 11 forms prescribed by the department of natural
  1 12 resources, the results of an energy audit of the
  1 13 buildings owned and leased by the school district.
  1 14 The energy audit shall be conducted under rules
  1 15 adopted by the department of natural resources
  1 16 pursuant to chapter 17A.  The department of natural
  1 17 resources may waive the requirement for the initial
  1 18 and subsequent energy audits for school districts that
  1 19 submit evidence that energy audits were conducted
  1 20 prior to January 1, 1987 and energy consumption for
  1 21 the district is at an adjusted statewide average or
  1 22 below.
  1 23    This section takes effect only if funds have been
  1 24 made available to a school district or community
  1 25 college to pay the costs of the energy audit.
  1 26    2.  The provisions of subsection 1 and section
  1 27 473.13A shall not apply to school districts or
  1 28 community colleges unless the costs of conducting the
  1 29 energy audits are fully funded by the state."
