Page 3, by inserting after line 26 the 1 6 following: 1 7 "Sec. . STUDENT ASSISTANCE PROGRAMS. There is 1 8 appropriated from the general fund of the state to the 1 9 department of education for the fiscal year beginning 1 10 July 1, 1999, and ending June 30, 2000, the following 1 11 amount, or so much thereof as is necessary, to be used 1 12 for the purposes designated: 1 13 For implementing pilot student assistance programs, 1 14 including salaries for substance abuse prevention 1 15 specialist positions: 1 16 .................................................. $ 500,000 1 17 The department of education shall provide for the 1 18 evaluation of programs and shall establish criteria 1 19 for a consortium of at least five school districts in 1 20 collaboration with an area education agency to apply 1 21 for and for participating school districts to receive 1 22 moneys from the department for assistance in 1 23 implementing a pilot student assistance program. 1 24 Of the moneys appropriated in this section, not 1 25 more than $50,000 shall be used to evaluate student 1 26 assistance programs. 1 27 The department of education shall establish 1 28 requirements governing the implementation by a 1 29 consortium of a student assistance program designed to 1 30 prevent drug and alcohol abuse by children in grades 1 31 kindergarten through twelve. Each consortium seeking 1 32 to implement the program shall provide that 1 33 participating school districts establish a substance 1 34 abuse prevention specialist position. The specialist 1 35 shall be responsible for implementing the program in 1 36 the school district, including the development of 1 37 student assistance teams. 1 38 The purpose of a student assistance team is to 1 39 provide a means of identifying students' academic and 1 40 social at-risk behaviors as early as possible and to 1 41 remediate the behaviors. Remediation approaches may 1 42 include but are not limited to linking students with 1 43 adult or student mentors, tutoring, reading recovery 1 44 programming, developing appropriate curriculum, 1 45 promoting activities to build social skills, fostering 1 46 parental involvement, and encouraging appropriate 1 47 community activities. A student assistance team may 1 48 include school faculty, administrators, other school 1 49 staff, juvenile court officers, parents, and other 1 50 volunteers." 2 1 #3.
