Commencing with the fiscal year beginning July 1 11 1, 2000, include in the practitioner preparation 1 12 program, instruction that contributes to the education 1 13 of students with disabilities, including knowledge of 1 14 the laws impacting the education of students with 1 15 disabilities, including the federal Americans with 1 16 Disabilities Act of 1990 and the federal Individuals 1 17 with Disabilities Act; knowledge about collaboration, 1 18 curriculum, teaching methods, and learning styles of 1 19 students with disabilities and barriers affecting the 1 20 education of students with disabilities; information 1 21 about resources available to facilitate the education 1 22 of students with disabilities in the regular 1 23 classroom, including but not limited to methods for 1 24 utilizing resources such as other students, parents, 1 25 and government and community agencies; and knowledge 1 26 of assistive technology and other accommodations for 1 27 students with disabilities." 1 28 #4. Page 2, by inserting after line 12 the 1 29 following: 1 30 "Sec. . NEW SECTION. 272.21 COMMENDATION OF 1 31 PROFESSIONAL IMPROVEMENT PROGRAM. 1 32 1. The board of educational examiners shall 1 33 develop and implement a commendation of professional 1 34 improvement program to motivate licensed, practicing 1 35 teachers to continue to develop their professional 1 36 competencies and improve their abilities to be 1 37 effective with all students in the classroom, and to 1 38 recognize and reward teachers who complete a minimum 1 39 level of additional core professional development 1 40 coursework. 1 41 2. The board shall adopt rules pursuant to chapter 1 42 17A for the commendation of professional improvement 1 43 program, which shall include, but not be limited to, 1 44 the establishment of an application process a teacher 1 45 shall complete in order to receive a commendation, 1 46 issuance of a commendation of professional improvement 1 47 to licensed, practicing teachers who complete ten 1 48 semester hours of coursework within a time period to 1 49 be specified by rule, and approval of coursework a 1 50 teacher shall successfully complete to be eligible for 2 1 a commendation of professional improvement, including, 2 2 but not limited to, coursework concerning 2 3 collaboration, classroom management, positive behavior 2 4 supports, and teaching strategies and accommodations 2 5 for diverse learners including students with 2 6 disabilities. 2 7 3. The board shall work with the department of 2 8 education, institutions of higher education with 2 9 approved practitioner preparation programs, and 2 10 community colleges, and with area education agencies 2 11 offering approved professional development programs, 2 12 to ensure that the courses required under rules 2 13 adopted pursuant to this section are offered 2 14 throughout the state at convenient times and at a 2 15 reasonable cost. 2 16 4. If the general assembly appropriates moneys for 2 17 commendation awards, a commendation of professional 2 18 improvement awards fund is established in the office 2 19 of the treasurer of state under the control of the 2 20 board. Moneys appropriated by the general assembly 2 21 for deposit in the fund shall be expended as follows: 2 22 a. To licensed, practicing teachers who 2 23 successfully complete coursework as required by the 2 24 board and who apply for and receive a commendation, 2 25 the board shall pay a commendation of professional 2 26 improvement award in the amount of three hundred 2 27 dollars for tuition reimbursement. 2 28 b. To the attendance center in the school district 2 29 that employs one or more teachers approved by the 2 30 board to receive an award under paragraph "a", the 2 31 board shall pay a commendation of professional 2 32 improvement award in the amount of two hundred dollars 2 33 for each teacher employed at the attendance center who 2 34 qualifies for an award during the fiscal year for 2 35 which the award moneys were appropriated. Payments to 2 36 attendance centers shall be made annually on or about 2 37 June 15. Moneys received by an attendance center are 2 38 miscellaneous income and shall be used to purchase 2 39 materials, equipment, or supplies for the classroom 2 40 used by the teacher or teachers employed at the 2 41 attendance center who received an award under 2 42 paragraph "a". 2 43 5. Payment for awards shall be made only upon 2 44 board approval of an application. If the amount 2 45 appropriated for purposes of this section is 2 46 insufficient to make the award payments as provided 2 47 under subsection 4, the board shall prorate the 2 48 payments on the basis of the amount appropriated. 2 49 6. Notwithstanding section 8.33, unencumbered or 2 50 unobligated moneys remaining in the fund on June 30 of 3 1 the fiscal year for which the funds were appropriated 3 2 shall not revert but shall be available for subsequent 3 3 fiscal years for the purposes of this section. 3 4 Notwithstanding section 12C.7, subsection 2, interest 3 5 or earnings on moneys deposited in the fund shall be 3 6 credited to the fund." 3 7 #5.
