CERTIFICATE OF RECOGNITION The Secretary of the Senate issued the following certificate of recognition: Jeremy Fischer, Dubuque - For achieving the rank of Eagle Scout. Senator Flynn (5/31/98). EXPLANATION OF VOTE MADAM PRESIDENT: I was necessarily absent from the Senate chamber on April 16, 1998, when the vote was taken on House File 2348. Had I been present, I would have voted "aye." LARRY McKIBBEN COMMITTEE REPORTS APPROPRIATIONS Final Bill Action: HOUSE FILE 2548, a bill for an act relating to the creation of a certified school to career program, providing refunds for certain wages paid to and amounts held in trust for individuals in the program, making an appropriation, providing for the program's repeal, and including an effective date provision. ALSO: Final Bill Action: HOUSE FILE 2558, a bill for an act relating to mental health, developmental disability, and substance abuse service, commitment, and payment provisions, and including an applicability provision and an effective date. Recommendation: DO PASS.
