BUSINESS PENDING Senate Joint Resolution 2004 The Senate resumed consideration of Senate Joint Resolution 2004, a joint resolution proposing amendments to the Constitution of the State of Iowa relating to the state budget by limiting state general fund expenditures and restricting certain state tax revenue changes, previously deferred. Senator Flynn offered amendment S-5495, filed by him from the floor to pages 1-4 and to the title page of the bill, moved its adoption, and requested a record roll call. On the question "Shall amendment S-5495 be adopted?" (S.J.R. 2004), the vote was:
