  MADAM PRESIDENT:  I move to reconsider the vote by which amendment S-5228
  to S.F. 2381 failed to be adopted by the Senate on March 11, 1998.

  President Kramer took the chair at 11:39 p.m.

  Senator Freeman moved that the bill be read the last time now
  and placed upon its passage, which motion prevailed by a voice vote,
  and the bill was read the last time.

  On the question "Shall the bill pass?" (S.F. 2381), the vote was:
