  The Senate met in regular session at 1:23 p.m., President Kramer
  presiding.

  Prayer was offered by Father Joseph Schneider, of the Catholic
  Parish, St. Ansgar, Iowa.

  The Journal of Thursday, February 19, 1998, was approved.

  Senator Iverson asked and received unanimous consent that the
  following bills be referred from the Regular Calendar to committee:

  HOUSE MESSAGES RECEIVED

  The following messages were received from the Chief Clerk of the

  MADAM PRESIDENT:  I am directed to inform your honorable body that the
  House has on February 19, 1998, passed the following bills in which the
  concurrence of
  the Senate is asked:

  House File 2153, a bill for an act providing that member
  contributions under certain public retirement systems are considered
