  The Senate met in regular session at 9:04 a.m., President Kramer
  presiding.

  Prayer was offered by the Reverend Marilyn Henrich, pastor of the
  Grace United Methodist Church, Des Moines, Iowa.

  The Journal of Wednesday, January 21, 1998, was approved.

  SPECIAL GUEST

  President Kramer introduced Pamela Schmidt, of Janesville, Iowa,
  Director of Instructional Development for the Union and Hudson
  School Districts.

  LEAVE OF ABSENCE

  Leave of absence was granted as follows:

  Senator Freeman until her return, on request of Senator Bartz.
