The 11 recommendations shall address, but are not limited to, 12 all of the following: 13 (1) The definition of the target population of 14 children with special health care needs for the 15 purposes of determining eligibility under the program. 16 (2) Eligibility options for and assessment of 17 children with special health care needs for 18 eligibility. 19 (3) Benefit options for children with special 20 health care needs.
