BILLS SIGNED BY THE GOVERNOR A communication was received from the Governor announcing that on March 17, 1998, he approved and transmitted to the Secretary of State the following bills: House File 299, an act concerning drug and alcohol testing of private sector employees and prospective employees and providing remedies and an effective date. House File 2189, an act relating to the exemption of certain multiple employer welfare arrangements from regulation by the insurance division and providing an effective date. House File 2331, an act relating to utility cost reviews associated with a rate-regulated public utility's procurement of natural gas or fuel for use in generating electricity. PRESENTATION OF VISITORS The Speaker announced that the following visitors were present in the House chamber: Sixty-six fifth grade students from Hillis Elementary School, Des Moines, accompanied by Mrs. Reaney, Mrs. Fastenau, and Mrs. Kerber.
