  67th Day THURSDAY, MARCH 20, 1997 733
  The Senate resumed consideration of amendment S-3196 by
  Senators Vilsack, Flynn and Deluhery, previously deferred.

  Senator Drake raised the point of order that amendment S-3196
  was not germane to the bill.

  The Chair ruled the point well taken and amendment S-3196 out
  of order.

  Senator Drake moved the adoption of amendment S-3193 by the
  committee on Ways and Means, previously deferred.

  A record roll call was requested.

  On the question "Shall amendment S-3193 be adopted?" (H.F. 388)
  the vote was:
