  The following petitions supporting the state funding of public
  libraries throughout Iowa were presented and placed on file by:

  Senator Freeman from 1100 residents of Buena Vista, Cherokee
  and O'Brien Counties.

  Senator Kibbie from 253 residents of Clay, Emmet and Palo Alto
  Counties.

  Senator Maddox from 73 residents of Dallas County.

  BILL SIGNED BY THE GOVERNOR

  A communication was received announcing that on March 6, 1997,
  the governor approved and transmitted to the secretary of state the
  following bill:

  S.F. 145 ( Relating to the county mental health, mental retardation, and
  developmental disabilities services fund levy by providing a procedure for a
  county to
  make revisions affecting the services fund levy and other levies, and
  providing an
  effective date.

  STUDY BILLS RECEIVED

  SSB 231 Small Business, Economic Development and
  Tourism

  Relating to establishing a capital investment board, tax credits,
  termination of the Iowa seed capital corporation, establishing a
  capital transition board, and providing an effective date.
