  making existing penalties applicable.

  Recommendation: APPROVED COMMITTEE BILL.

  Final Vote: Ayes, 13: Drake, Borlaug, McCoy, Connolly, Fraise, Freeman,
  Gettings,
  Halvorson, Jensen, Lind, McKean, McKibben and Rittmer. Nays, none.
