IMMEDIATE MESSAGE Siegrist of Pottawattamie asked and received unanimous consent that House File 733 be immediately messaged to the Senate. RULES SUSPENDED Siegrist of Pottawattamie asked and received unanimous consent to suspend the rules for the immediate consideration of House File 734. Appropriations Calendar House File 734, a bill for an act relating to the criminal and civil justice system by providing for the imposition of a civil penalty for certain motor vehicle license convictions, for the appropriation and distribution of the penalties collected, and for the imposition and payment of fees for probation and parole, and concerning inmate employment in private industry, with report of committee recommending amendment and passage, was taken up for consideration. Lamberti of Polk offered the following amendment H-1966 filed by the committee on appropriations, from the floor, and moved its adoption:
