 2     1.  Page 9, by inserting after line 20 the
 3   following:
 4     "Sec. 100.  CAMPAIGN FINANCE COMMISSION
 5   ESTABLISHED.  The campaign finance commission is
 6   established to study the laws relating to the
 7   financing of elections for office and to recommend
 8   reforms in these laws, according to the following:
 9     1.  Appointment.  The commission shall be composed
10   of seven members, bipartisan and gender-balanced in
11   accordance with sections 69.16 and 69.16A, and
