1 3 RESOURCES AND ENVIRONMENT RESOLUTION
1 4 BY CHAIRPERSON MERLIN E. BARTZ)
1 5 A Concurrent Resolution requesting the establishment
1 6 of a conference to study the protection of the Loess
1 7 Hills areas of this state.
1 8 WHEREAS, the Iowa Loess Hills, encompassing more than
1 9 600,000 acres, hold an abundance of rare plant and animal
1 10 communities including some of the few remaining plats of
1 11 native prairie grasses; and
1 12 WHEREAS, the State of Iowa is establishing the Loess Hills
1 13 Pioneer State Forest which currently includes approximately
1 14 9,000 acres of forest, grass, and cropland; and
1 15 WHEREAS, the loess deposits are highly erodible soils which
1 16 warrant appropriate conservation management practices to
1 17 protect the land from severe soil losses; and
1 18 WHEREAS, many areas of Iowa's Loess Hills are suitable for
1 19 multiple public uses and benefits including outdoor
1 20 recreation, wildlife habitat, and historical, geological, and
1 21 cultural investigation; NOW THEREFORE,
1 22 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES
1 23 CONCURRING, That the legislative council is requested to
1 24 establish a conference to develop, study, and analyze
1 25 proposals for the designation and protection of loess soil
1 26 areas which possess outstanding cultural and natural values,
1 27 such as scenic, forest, prairie, mineral, geological,
1 28 historic, archaeological, recreational, educational, water
1 29 quality, or flood protection values.
1 30 BE IF FURTHER RESOLVED, That the legislative council may
1 31 authorize the Loess Hills Development Authority to coordinate
1 32 the study and develop recommendations relating to the
1 33 protection, preservation, and uses of land in the Loess Hills
1 34 areas of this state.
1 35 BE IT FURTHER RESOLVED, That the conference shall report
2 1 its findings and recommendations to the legislative council
2 2 and to the members of the general assembly.
