1 2 BY (PROPOSED COMMITTEE ON NATURAL RESOURCES
1 3 AND ENVIRONMENT RESOLUTION BY CHAIRPERSON BARTZ)
1 4 A Senate Concurrent Resolution requesting that the
1 5 legislative council establish an interim study
1 6 committee to consider increasing the percent of
1 7 oxygen by weight in motor vehicle fuel.
1 8 WHEREAS, more than 40 percent of this nation's air
1 9 pollution is caused by vehicles, emitting a variety of
1 10 petroleum-based pollutants which endanger the public's health
1 11 and natural environment, including carcinogenic organic
1 12 vapors, benzene and other aromatics, nitrogen oxides,
1 13 particulate matter in the form of smoke and soot, carbon
1 14 monoxide, and carbon dioxide; and
1 15 WHEREAS, motor vehicle fuel which includes a higher percent
1 16 of oxygen enhances octane levels and provides better fuel
1 17 combustion resulting in reduced levels of harmful pollutants;
1 18 and
1 19 WHEREAS, members of the Iowa Senate and Iowa House of
1 20 Representatives have long supported the production of ethanol
1 21 as a vital component in promoting clear air, supporting this
1 22 state's economy, and reducing imported nonrenewable energy
1 23 sources; and
1 24 WHEREAS, this state has long championed industries which
1 25 add value to agricultural commodities produced by farmers in
1 26 this state; and
1 27 WHEREAS, persons involved in the production and processing
1 28 of corn in Iowa significantly contribute to the wealth of this
1 29 nation by supporting the production of agricultural
1 30 commodities and value-added products; NOW THEREFORE,
1 31 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES
1 32 CONCURRING, That the legislative council is requested to
1 33 establish an interim study committee to consider the percent
1 34 of oxygen by weight currently contained in motor vehicle fuel,
1 35 its effects on this state's economy, public health, and
2 1 natural environment, and to investigate methods to increase
2 2 the oxygenate content in motor vehicle fuel in appropriate
2 3 circumstances; and
2 4 BE IT FURTHER RESOLVED, That the interim study committee
2 5 submit its findings and recommendations, including any
2 6 proposed legislation, for consideration by the 1999 Session of
2 7 the Seventy-eighth General Assembly.
