Senate Study Bill 2201

  1  1    Section 1.  Section 279.51, subsection 1, paragraphs c and
  1  2 e, Code Supplement 1997, are amended to read as follows:
  1  3    c.  For each of the fiscal years during the fiscal period
  1  4 beginning July 1, 1996, and ending June 30, 1998 2002, two
  1  5 million eight hundred thousand dollars of the funds
  1  6 appropriated shall be allocated for the school-based youth
  1  7 services education program established in subsection 3.  For
  1  8 each of the fiscal years during the fiscal period beginning
  1  9 July 1, 1994, and ending June 30, 1998 2002, twenty thousand
  1 10 dollars of the funds allocated in this paragraph shall be
  1 11 expended for staff development, research, and the development
  1 12 of strategies for coordination with community-based youth
  1 13 organizations and agencies.  A school that received a grant
  1 14 during the fiscal year beginning July 1, 1993, or July 1,
  1 15 1997, is ineligible to receive a grant under this paragraph.
  1 16 Subject to the approval of the state board of education, the
  1 17 allocation made in this paragraph may be renewed for
  1 18 additional four-year periods of time.
  1 19    e.  Notwithstanding paragraph "c", for each of the fiscal
  1 20 years during the fiscal period beginning July 1, 1994 1998,
  1 21 and ending June 30, 1998 2002, fifty thousand dollars of the
  1 22 funds allocated in paragraph "c" shall be granted to each of
  1 23 the four schools that received grants under subsection 3
  1 24 during the fiscal year beginning July 1, 1993 1997, to allow
  1 25 for expansion and to include identified minimum services if
  1 26 the school submits a program plan pursuant to subsection 3.  
  1 27                           EXPLANATION 
  1 28    This bill continues the $2.8 million allocation of at-risk
  1 29 funds to school districts for school-based youth services for
  1 30 another four years; continues the $20,000 allocation to staff
  1 31 development, research, and the development of strategies for
  1 32 coordination with community-based youth organizations and
  1 33 agencies; and provides a $50,000 allocation for each of the
  1 34 next four fiscal years to those schools whose four-year grant
  1 35 funding, and whose expansion grant funding, under the program
  2  1 is scheduled to end in the 1997-1998 fiscal year.
