There is appropriated from the rebuild Iowa 1 20 infrastructure fund to the department of corrections for the 1 21 fiscal year beginning July 1, 1998, and ending June 30, 1999, 1 22 the following amounts, or so much thereof as is necessary, to 1 23 be used for the purposes designated: 1 24 1. For renovation of the power plant and improvements to 1 25 the water system at the Iowa correctional institution for 1 26 women: 1 27 .................................................. $ 1,400,000 1 28 2. For the construction of an additional cellblock at the 1 29 Fort Dodge correctional facility: 1 30 .................................................. $ 5,000,000 1 31 3. For construction of a 200-bed facility at the Iowa 1 32 state penitentiary at Fort Madison: 1 33 .................................................. $ 6,500,000 1 34 Notwithstanding section 8.33, unencumbered or unobligated 1 35 funds remaining on June 30, 2001, from the funds appropriated 2 1 in this section shall revert to the rebuild Iowa 2 2 infrastructure fund on August 31, 2001. 2 3 DEPARTMENT OF CULTURAL AFFAIRS 2 4 Sec. 3. There is appropriated from the rebuild Iowa 2 5 infrastructure fund to the department of cultural affairs for 2 6 the fiscal year beginning July 1, 1998, and ending June 30, 2 7 1999, the following amount, or so much thereof as is 2 8 necessary, to be used for the purposes designated: 2 9 For the creation of a historical site preservation grant 2 10 program, to be used as provided in this section for the 2 11 restoration, preservation, and development of historical 2 12 sites: 2 13 .................................................. $ 2,425,000 2 14 1. Of the amount appropriated in this section, not more 2 15 than $600,000 may be used to fund a state contribution toward 2 16 the restoration and renovation of the Salisbury house in Des 2 17 Moines. 2 18 2. Of the amount appropriated in this section, not more 2 19 than $100,000 may be used to fund the planning phase for the 2 20 design and construction of an Iowa hall of pride. 2 21 3. Of the amount appropriated in this section, not more 2 22 than $16,000 may be used to fund a state contribution toward 2 23 the restoration of Iowa monuments located at Shiloh national 2 24 military park in Tennessee. 2 25 The department shall adopt administrative rules pursuant to 2 26 chapter 17A to administer the disbursement of funds. 2 27 Notwithstanding section 8.33, unencumbered or unobligated 2 28 funds remaining on June 30, 2001, from the funds appropriated 2 29 in this section shall revert to the rebuild Iowa 2 30 infrastructure fund on August 31, 2001. 2 31 DEPARTMENT OF ECONOMIC DEVELOPMENT 2 32 Sec. 4. There is appropriated from the rebuild Iowa 2 33 infrastructure fund to the department of economic development 2 34 for the fiscal year beginning July 1, 1998, and ending June 2 35 30, 1999, the following amounts, or so much thereof as is 3 1 necessary, to be used for the purposes designated: 3 2 1. For a welcome center at Hamburg: 3 3 .................................................. $ 250,000 3 4 2. To be deposited in the physical infrastructure 3 5 assistance fund created in section 15E.175, notwithstanding 3 6 section 8.57, subsection 5, paragraph "c": 3 7 .................................................. $ 5,000,000 3 8 The department shall maximize the funds appropriated in 3 9 this subsection for vertical infrastructure projects and the 3 10 department shall report to the general assembly on the amount 3 11 of funds provided for vertical infrastructure and shall report 3 12 any indirect vertical infrastructure projects that resulted 3 13 from this appropriation. 3 14 3. For deposit in the rural enterprise fund to be used for 3 15 the project specified in this subsection, notwithstanding 3 16 section 8.57, subsection 5, paragraph "c": 3 17 .................................................. $ 100,000 3 18 The moneys appropriated in this subsection shall be used by 3 19 the department of economic development for a dry fire hydrant 3 20 and rural water supply education and demonstration project. 3 21 The project shall provide both collaborative and technical 3 22 education to fire departments and provide grants for 3 23 demonstration installations on a shared basis. The project 3 24 shall utilize, to the extent possible, resources from the fire 3 25 service institute at Iowa state university of science and 3 26 technology, United States department of agriculture rural 3 27 development, Iowa department of economic development, and 3 28 rural conservation development areas. The department of 3 29 economic development shall create a panel to review 3 30 applications for project grants. The department shall invite 3 31 each of the following to designate a member for the panel: 3 32 the Iowa firemen's association and other members of the Iowa 3 33 joint council of fire service organizations, the fire service 3 34 institute at Iowa state university of science and technology, 3 35 the Iowa league of cities, state fire marshal, and the 4 1 department of economic development. The panel shall review 4 2 each application and make a recommendation to the department 4 3 for selection of applications. 4 4 Notwithstanding section 8.33, unencumbered or unobligated 4 5 funds remaining on June 30, 2001, from the funds appropriated 4 6 in this section shall revert to the rebuild Iowa 4 7 infrastructure fund on August 31, 2001. 4 8 DEPARTMENT OF EDUCATION 4 9 Sec. 5. There is appropriated from the rebuild Iowa 4 10 infrastructure fund, to the department of education for the 4 11 fiscal year beginning July 1, 1998, and ending June 30, 1999, 4 12 the following amount, or so much thereof as is necessary, to 4 13 be used for the purpose designated: 4 14 For vertical infrastructure improvements to the community 4 15 colleges to be distributed to each community college in the 4 16 proportion that the allocation to that community college in 4 17 1997 Iowa Acts, chapter 212, section 7, subsection 17, bears 4 18 to the total appropriation made in 1997 Iowa Acts, chapter 4 19 212, section 7, subsection 17: 4 20 .................................................. $ 2,000,000 4 21 Notwithstanding section 8.33, unencumbered or unobligated 4 22 funds remaining on June 30, 2000, from the funds appropriated 4 23 in this section shall revert to the rebuild Iowa 4 24 infrastructure fund on August 31, 2000. 4 25 DEPARTMENT OF GENERAL SERVICES 4 26 Sec. 6. There is appropriated from the rebuild Iowa 4 27 infrastructure fund to the department of general services for 4 28 the fiscal year beginning July 1, 1998, and ending June 30, 4 29 1999, the following amounts, or so much thereof as is 4 30 necessary, to be used for the purposes designated: 4 31 1. For major renovation needs including health, life, and 4 32 fire safety, for compliance with the federal Americans With 4 33 Disabilities Act for state-owned buildings and facilities: 4 34 .................................................. $ 7,000,000 4 35 Notwithstanding section 8.57, subsection 5, paragraph "c", 5 1 of the amount appropriated in this subsection, up to $600,000 5 2 may be used by the department for maintenance needs for the 5 3 capitol complex. 5 4 2. There is appropriated from the rebuild Iowa 5 27 infrastructure fund of the state to the Iowa state fair 5 28 foundation for the fiscal year beginning July 1, 1998, and 5 29 ending June 30, 1999, the following amounts, or so much 5 30 thereof as is necessary, to be used for the purposes 5 31 designated: 5 32 1. For renovation, restoration, and improvement of the 5 33 cattle barn and horse barn at the state fairgrounds: 5 34 .................................................. $ 4,360,000 5 35 Notwithstanding section 8.33, unencumbered or unobligated 6 1 funds remaining on June 30, 2001, from the funds appropriated 6 2 in this subsection shall revert to the rebuild Iowa 6 3 infrastructure fund on August 31, 2001. 6 4 2. For county fair infrastructure improvements for 6 5 distribution in accordance with chapter 174 to qualified fairs 6 6 which belong to the association of Iowa fairs: 6 7 .................................................. $ 1,040,000 6 8 Notwithstanding section 8.33, unencumbered or unobligated 6 9 funds remaining on June 30, 1999, from the funds appropriated 6 10 in this subsection shall revert to the rebuild Iowa 6 11 infrastructure fund on August 31, 1999. 6 12 JUDICIAL DEPARTMENT 6 13 Sec. 8. There is appropriated from the rebuild Iowa 6 14 infrastructure fund to the judicial department for the fiscal 6 15 year beginning July 1, 1998, and ending June 30, 1999, the 6 16 following amount, or so much thereof as is necessary, to be 6 17 used for the purpose designated: 6 18 1. For capital projects at the capitol building: 6 19 .................................................. $ 250,000 6 20 2. For design and development of a new judicial building: 6 21 .................................................. $ 1,700,000 6 22 Notwithstanding section 8.33, unencumbered or unobligated 6 23 funds remaining on June 30, 2000, from the funds appropriated 6 24 in this section shall revert to the rebuild Iowa 6 25 infrastructure fund on August 31, 2000. 6 26 DEPARTMENT OF NATURAL RESOURCES 6 27 Sec. 9. There is appropriated from the marine fuel tax 6 28 receipts deposited in the rebuild Iowa infrastructure fund to 6 29 the department of natural resources for the fiscal year 6 30 beginning July 1, 1998, and ending June 30, 1999, the 6 31 following amount, or so much thereof as is necessary, to be 6 32 used for the purposes designated: 6 33 For the purpose of funding capital projects from marine 6 34 fuel tax receipts for the purposes specified in section 6 35 452A.79, and notwithstanding section 8.57, subsection 5, 7 1 paragraph "c", for expenditures for local cost share grants to 7 2 be used not necessarily for capital expenditures to local 7 3 governmental units for boating accessibility: 7 4 .................................................. $ 2,288,689 7 5 Of the amount appropriated in this section, up to $200,000 7 6 may be used for expenditure purposes for local cost share 7 7 grants to local governmental units for boating accessibility. 7 8 Notwithstanding section 8.33, unencumbered or unobligated 7 9 funds remaining on June 30, 2000, and shall revert to the 7 10 rebuild Iowa infrastructure fund on August 31, 2000. 7 11 Sec. 10. There is appropriated from the rebuild Iowa 7 12 infrastructure fund to the department of natural resources for 7 13 the fiscal year beginning July 1, 1998, and ending June 30, 7 14 1999, the following amounts, or so much thereof as is 7 15 necessary, to be used for the purposes indicated: 7 16 1. For the construction of the Elinor Bedell state park 7 17 and wildlife conservation area: 7 18 .................................................. $ 430,000 7 19 2. For a recreational grant matching program: 7 20 .................................................. $ 2,500,000 7 21 The department shall adopt administrative rules pursuant to 7 22 chapter 17A to administer the disbursement of funds. Matching 7 23 grants are to be awarded only to communities, organizations, 7 24 and associations for the restoration or construction of 7 25 recreational complexes or facilities. Each applicant shall be 7 26 awarded a matching grant of one dollar for every two dollars 7 27 the applicant has raised. Each grant shall not exceed 7 28 $100,000 per project. 7 29 3. For the blufflands protection revolving fund created in 7 30 section 161A.80, notwithstanding section 8.57, section 5, 7 31 paragraph "c": 7 32 .................................................. $ 500,000 7 33 4. For the dredging of lakes in accordance with the 7 34 department's classification of Iowa lakes restoration report, 7 35 notwithstanding section 8.57, subsection 5, paragraph "c": 8 1 .................................................. $ 2,000,000 8 2 Notwithstanding section 8.33, unencumbered or unobligated 8 3 funds remaining on June 30, 2001, from the funds appropriated 8 4 in this section shall revert to the rebuild Iowa 8 5 infrastructure fund on August 31, 2001. 8 6 DEPARTMENT OF PUBLIC DEFENSE 8 7 Sec. 11. There is appropriated from the rebuild Iowa 8 8 infrastructure fund to the department of public defense for 8 9 the fiscal year beginning July 1, 1998, and ending June 30, 8 10 1999, the following amount, or so much thereof as is 8 11 necessary, to be used for the purpose designated: 8 12 For maintenance and repair of national guard armories and 8 13 facilities: 8 14 .................................................. $ 680,000 8 15 Notwithstanding section 8.33, unencumbered or unobligated 8 16 funds remaining on June 30, 2000, from the funds appropriated 8 17 in this section shall revert to the rebuild Iowa 8 18 infrastructure fund on August 31, 2000. 8 19 DEPARTMENT OF PUBLIC SAFETY 8 20 Sec. 12. There is appropriated from the rebuild Iowa 8 21 infrastructure fund to the department of public safety for the 8 22 fiscal year beginning July 1, 1998, and ending June 30, 1999, 8 23 the following amounts, or so much thereof as is necessary, to 8 24 be used for the purposes designated: 8 25 For construction of a new patrol post in District 1 and for 8 26 colocation of the Des Moines communications center presently 8 27 located at the STARC armory: 8 28 .................................................. $ 1,700,000 8 29 Notwithstanding section 8.33, unencumbered or unobligated 8 30 funds remaining on June 30, 2001, from the funds appropriated 8 31 in this section shall revert to the rebuild Iowa 8 32 infrastructure fund on August 31, 2001. 8 33 STATE BOARD OF REGENTS 8 34 Sec. 13. There is appropriated from the rebuild Iowa 8 35 infrastructure fund of the state to the state board of regents 9 1 for the fiscal year beginning July 1, 1998, and ending June 9 2 30, 1999, the following amounts, or so much thereof as is 9 3 necessary, to be used for the projects designated: 9 4 For capital projects at the Iowa school for the deaf and 9 5 the Iowa braille and sight saving school as approved by the 9 6 state board of regents: 9 7 .................................................. $ 335,000 9 8 Notwithstanding section 8.33, unencumbered or unobligated 9 9 funds remaining on June 30, 2001, from the funds appropriated 9 10 in this section shall revert to the rebuild Iowa 9 11 infrastructure fund on August 31, 2001. 9 12 STATE DEPARTMENT OF TRANSPORTATION 9 13 Sec. 14. There is appropriated from the rebuild Iowa 9 14 infrastructure fund to the state department of transportation 9 15 for the fiscal year beginning July 1, 1998, and ending June 9 16 30, 1999, the following amount, or so much thereof as is 9 17 necessary, to be used for the purpose designated: 9 18 For improvements at all 10 of the commercial air service 9 19 airports within the state: 9 20 .................................................. $ 1,000,000 9 21 One-half of the funds appropriated in this section 9 22 shall be allocated equally between each commercial 9 23 service airport and one-half of the funds shall be 9 24 allocated based on the percentage enplaned passengers 9 25 at each commercial service airport bears to the total enplaned 9 26 passengers in the state during the previous fiscal 9 27 year. In order for a commercial service airport to 9 28 receive funding under this section, the airport shall 9 29 be required to submit applications for funding of 9 30 specific projects to the department for approval by 9 31 the transportation commission. The department shall 9 32 adopt rules pursuant to chapter 17A to establish 9 33 application eligibility criteria. 9 34 Notwithstanding section 8.33, unencumbered or unobligated 9 35 funds remaining on June 30, 2001, from the funds appropriated 10 1 in this section shall revert to the rebuild Iowa 10 2 infrastructure fund on August 31, 2001. 10 3 Sec. 15. NEW SECTION. 18.24 COORDINATION OF VERTICAL 10 4 INFRASTRUCTURE DATABASES. 10 5 1. The director shall establish by administrative rule, 10 6 and as part of a survey conducted regarding the condition of 10 7 state-owned property, a uniform system for evaluating and 10 8 rating vertical infrastructure needs in the state so that the 10 9 vertical infrastructure needs of each state entity and 10 10 proposed vertical infrastructure projects, including the state 10 11 board of regents, can be compared. The director shall consult 10 12 with state entities which already have databases regarding 10 13 their vertical infrastructure needs and shall seek input from 10 14 individuals or organizations with expertise in public vertical 10 15 infrastructure assessment in drafting proposed rules. 10 16 2. As used in this section, "vertical infrastructure" has 10 17 the same meaning as in section 8.57, subsection 5, paragraph 10 18 "c". 10 19 Sec. 16. NEW SECTION. 161A.80 BLUFFLANDS PROTECTION 10 20 PROGRAM REVOLVING FUND. 10 21 1. As used in this section, unless the context otherwise 10 22 requires: 10 23 a. For purposes of this section only, "bluffland" means a 10 24 cliff, headland, or hill with a broad, steep face along the 10 25 channel or floodplain of the Missouri or Mississippi river and 10 26 their tributaries. 10 27 b. "Conservation organization" means a nonprofit 10 28 corporation incorporated in Iowa or an entity organized and 10 29 operated primarily to enhance and protect natural resources in 10 30 this state. 10 31 2. A blufflands protection revolving fund is created in 10 32 the state treasury. All proceeds shall be divided into two 10 33 equal accounts. One account shall be used for the purchase of 10 34 blufflands along the Mississippi river and its tributaries and 10 35 the other account shall be used for the purchase of blufflands 11 1 along the Missouri river and its tributaries. The proceeds of 11 2 the revolving fund are appropriated to make loans to 11 3 conservation organizations which agree to purchase bluffland 11 4 properties adjacent to state parks. The administrative 11 5 director of the division of soil conservation shall administer 11 6 the revolving fund. Notwithstanding section 12C.7, interest 11 7 or earnings on investments made pursuant to this section or as 11 8 provided in section 12B.10 shall be credited to the blufflands 11 9 protection revolving fund. Notwithstanding section 8.33, 11 10 unobligated or unencumbered funds credited to the blufflands 11 11 protection revolving fund shall not revert at the close of a 11 12 fiscal year. However, the maximum balance in the blufflands 11 13 protection fund shall not exceed two million five hundred 11 14 thousand dollars. Any funds in excess of two million five 11 15 hundred thousand dollars shall be credited to the rebuild Iowa 11 16 infrastructure fund. 11 17 3. The commissioners of each soil and water conservation 11 18 district which includes blufflands shall cooperate with and 11 19 assist the director in administering the blufflands protection 11 20 program within their respective districts. The director shall 11 21 provide, by rule, for a uniform application form, the content 11 22 of the form, provisions for a loan agreement and minimum 11 23 qualifications of conservation organizations which are 11 24 eligible to participate in the blufflands protection program. 11 25 The administrative director shall specify the eligible purpose 11 26 for which a loan authorized under this section can be 11 27 expended. The payment of administrative costs is not an 11 28 eligible purpose. 11 29 4. An applicant for a loan from the blufflands protection 11 30 revolving fund shall apply to the soil and water conservation 11 31 district of the county in which the bluffland is located. The 11 32 application shall be on forms prepared by the division and 11 33 shall include the information required by rule of the 11 34 division. Each conservation organization which applies for a 11 35 loan under this section shall demonstrate its financial 12 1 capability to qualify for a loan to the commissioners and its 12 2 commitment to natural resource protection and appropriate 12 3 development. The application shall be reviewed and 12 4 feasibility of the proposed project shall be investigated by 12 5 the commissioners of the district and its report and 12 6 recommendation shall be sent to the administrative director 12 7 and the committee for approval. 12 8 5. Each loan made under this section shall be for a period 12 9 not to exceed five years, shall bear no interest for the first 12 10 year, and shall be repayable to the blufflands protection 12 11 revolving fund. After the first year and for each subsequent 12 12 year that the principal remains unpaid, interest shall be 12 13 charged against any unpaid balance of the loan. The interest 12 14 rate shall be set at the prevailing market rate for similar 12 15 real estate in the county as determined by the director. All 12 16 interest payments shall be credited to the blufflands 12 17 protection revolving fund. Each loan shall be repaid as 12 18 provided in the loan agreement. However, interest on the 12 19 principal of a loan shall be due and payable thirty days after 12 20 the conclusion of the second year and each subsequent year 12 21 that the principal or a part of the principal remains unpaid. 12 22 6. The administrative director may: 12 23 a. Contract, sue and be sued, and adopt administrative 12 24 rules pursuant to chapter 17A and approved by the committee, 12 25 necessary to carry out this section, but the administrative 12 26 director, the committee, or the district commissioners shall 12 27 not directly or indirectly pledge the credit of the state of 12 28 Iowa. 12 29 b. Authorize payment from the blufflands protection 12 30 revolving fund from any income received by investments of any 12 31 money in the fund for costs, commissions, attorney fees, and 12 32 other reasonable expenses related to and necessary for the 12 33 making and protecting of direct loans under this section, and 12 34 for recovery of moneys loaned or the management of property 12 35 acquired in connection with the loans. 13 1 7. a. This section is repealed on July 1, 2005. 13 2 b. The principal and interest from any blufflands 13 3 protection loans outstanding on July 1, 2005, and payable to 13 4 the blufflands protection revolving fund, shall be paid to the 13 5 administrative director of the division of soil conservation 13 6 on or after July 1, 2005, pursuant to the terms of the loan 13 7 agreement and shall be credited to the rebuild Iowa 13 8 infrastructure fund. 13 9 Sec. 17. Section 452A.79, unnumbered paragraph 2, Code 13 10 1997, is amended to read as follows: 13 11All moneysAnnually, the first four hundred eleven thousand 13 12 three hundred eleven dollars derived from the excise tax on 13 13 the sale of motor fuel used in watercraft shall be deposited 13 14 in the general fund of the state. The moneys in excess of 13 15 four hundred eleven thousand three hundred eleven dollars 13 16 shall be deposited in the rebuild Iowa infrastructure fund. 13 17 Moneys deposited to the general fund and to the rebuild Iowa 13 18 infrastructure fund under this section and section 452A.84 are 13 19 subject to the requirements of section 8.60 and are subject to 13 20 appropriation by the general assembly to the department of 13 21 natural resources for use in its recreational boating program, 13 22 which may include but is not limited to: 13 23 Sec. 18. Section 461A.3A, subsection 2, unnumbered 13 24 paragraph 1, Code Supplement 1997, is amended to read as 13 25 follows: 13 26 There is appropriated from the rebuild Iowa infrastructure 13 27 fund for each fiscal year of the fiscal period beginning July 13 28 1, 1997, and ending June 30, 2001, the sum offourthree 13 29 million dollars to the department for use in the restore the 13 30 outdoors program. Notwithstanding section 8.33, unencumbered 13 31 or unobligated moneys remaining at the end of a fiscal year 13 32 shall not revert but shall remain available for expenditure 13 33 during the following fiscal year for purposes of the restore 13 34 the outdoors program. 13 35 Sec. 19. 1997 Iowa Acts, chapter 215, section 1, 14 1 subsection 3, unnumbered paragraph 2, is amended by striking 14 2 the unnumbered paragraph. 14 3 Sec. 20. 1997 Iowa Acts, chapter 215, section 14, is 14 4 amended to read as follows: 14 5 SEC. 14. Notwithstanding section 8.57, subsection 5, 14 6 paragraph "c", there is appropriated from the rebuild Iowa 14 7 infrastructure fund to the department of revenue and finance 14 8 for the fiscal year beginning July 1, 1997, and ending June 14 9 30, 1998, the following amount, or so much thereof as is 14 10 necessary, to be used for the purpose designated: 14 11 For upgrades to the Iowa financial accounting system, 14 12 provided that none of the moneys appropriated in this section 14 13 shall be used for personnel expenses not associated with the 14 14 installation of the upgrades to the system or for training 14 15 expenses: 14 16 .................................................. $ 1,875,000 14 17 Notwithstanding section 8.33, unencumbered or unobligated 14 18 funds remaining on June 30, 2001, from the funds appropriated 14 19 in this section shall revert to the rebuild Iowa 14 20 infrastructure fund on August 31, 2001. 14 21 Sec. 21. 1997 Iowa Acts, chapter 215, section 16, 14 22 unnumbered paragraph 2, is amended to read as follows: 14 23 As a condition of receiving the appropriations in this 14 24 section, the department shall allocate seventy-five percent of 14 25 the estimated or actual cost of improvements as defined by 14 26 section 468.3, not to exceed five hundred thousand dollars 14 27 each fiscal year, for a single drainage improvement project, 14 28 which will provide alternative drainage outlets to allow for 14 29 the closing of thirty or more agricultural drainage wells, 14 30 constructed by a drainage district established under section 14 31 468.22 on or after July 1, 1987, and prior to July 1, 1997, 14 32 for which a construction contract for the project is 14 33 successfully let prior to March 1,19981999. 14 34 Sec. 22. The following sections of this Act, being deemed 14 35 of immediate importance, take effect upon enactment: 15 1 1. Section 18, amending section 461A.3A. 15 2 2. Section 19, amending 1997 Iowa Acts, chapter 215, 15 3 section 1, subsection 3, unnumbered paragraph 2. 15 4 3. Section 20, amending 1997 Iowa Acts, chapter 215, 15 5 section 14. 15 6 EXPLANATION 15 7 This bill makes appropriations from and to the rebuild Iowa 15 8 infrastructure fund. 15 9 The bill makes appropriations for the fiscal year beginning 15 10 July 1, 1998, and ending June 30, 1999, for various capital 15 11 and other projects. These appropriations include capital 15 12 projects for the departments of agriculture, cultural affairs, 15 13 corrections, economic development, education, general 15 14 services, natural resources, public defense, public safety, 15 15 and transportation, and for the state fair foundation, 15 16 judicial department, and state board of regents. 15 17 The bill reduces the overall appropriation for the restore 15 18 outdoors program for the fiscal years beginning July 1, 1997, 15 19 and ending June 30, 2001, from $4 million to $3 million each 15 20 year as a result of the governor's item veto of a $1 million 15 21 allocation. This provision takes effect upon enactment. 15 22 The bill provides a reversion date to funds appropriated to 15 23 the department of revenue and finance in the fiscal year 15 24 beginning July 1, 1997, and ending June 30, 1998. This 15 25 provision takes effect upon enactment. 15 26 The bill creates a blufflands protection revolving fund in 15 27 the state treasury to be used to make loans to nonprofit 15 28 conservation organizations which are interested in preserving 15 29 blufflands in this state. The administrative director of the 15 30 division of soil conservation of the department of agriculture 15 31 and land stewardship is directed to establish a blufflands 15 32 protection program to be administered by the director and the 15 33 commissioners of the soil and water conservation districts. 15 34 The program will offer loans to conservation organizations 15 35 which wish to purchase blufflands adjacent to state parks for 16 1 the purpose of bluffland protection. 16 2 The loans are without interest for the first year and at 16 3 the prevailing interest rate for similar real estate for each 16 4 year thereafter. The loans are to be repaid in five years. 16 5 Repayment plans are subject to contractual agreements, but 16 6 annual interest payments are required at a minimum after the 16 7 second year of a loan. All principal and interest payments or 16 8 earnings are to be credited to the revolving fund. 16 9 The blufflands protection program is repealed as of July 1, 16 10 2005. 16 11 The bill creates a historical site preservation grant 16 12 program in the department of cultural affairs. The funds are 16 13 used to preserve, restore, and develop historical sites. 16 14 The bill creates a recreational matching grant program in 16 15 the department of natural resources. The matching grants are 16 16 to provide funds to communities, organizations, and 16 17 associations to develop, restore, or construct recreational 16 18 complexes, facilities, or sites. The matching grant program 16 19 will match $1 for every $2 raised by the applicant up to 16 20 $100,000. 16 21 The bill allocates part of the funds derived from the 16 22 excise tax on the sale of motor fuel used in watercraft from 16 23 the state general fund to the rebuild Iowa infrastructure 16 24 fund. 16 25 The bill provides for coordination of vertical 16 26 infrastructure databases. 16 27 The bill eliminates a matching grant requirement on certain 16 28 funds appropriated to the department of cultural affairs for 16 29 the fiscal year beginning July 1, 1997. 16 30 The bill extends the allowable time to enter into contracts 16 31 to provide for alternative drainage outlets. 16 32 LSB 4361JA 77 16 33 jm/jw/5
