PAG LIN 1 1 SENATE RESOLUTION NO. ___ 1 2 BY (PROPOSED COMMITTEE ON APPROPRIATIONS 1 3 RESOLUTION BY CHAIRPERSON McLAREN) 1 4 A Senate Resolution affirming the efforts of the 1 5 child welfare services work group established by 1 6 the Legislative Council, requesting approval for 1 7 continuance of the work group, and requesting that 1 8 leadership of the General Assembly work with the 1 9 Governor and Iowa's congressional delegation in 1 10 developing a memorandum of understanding with the 1 11 federal government. 1 12 WHEREAS, the state of Iowa has been a leader nationally in 1 13 developing comprehensive, community-based services in child 1 14 welfare and juvenile justice through projects for 1 15 decategorization of the funding for these services; and 1 16 WHEREAS, the state of Iowa has been a leader nationally in 1 17 employing managed care approaches to provide behavioral health 1 18 and substance abuse treatment services to the state's Medicaid 1 19 population; and 1 20 WHEREAS, the state of Iowa seeks to continue its leadership 1 21 in developing a well-managed and integrated system of care for 1 22 children and families that is community-based, flexible, and 1 23 holistic across child welfare, juvenile justice, behavioral 1 24 health, and substance abuse treatment systems; and 1 25 WHEREAS, the General Assembly recognizes that developing 1 26 and implementing such a system will require the commitment and 1 27 participation of a broad range of Iowa organizations and 1 28 individuals and the involvement of federal officials; and 1 29 WHEREAS, the child welfare services work group established 1 30 by the Legislative Council in the fall of 1997 represents a 1 31 broad-based planning group to achieve these ends; and 1 32 WHEREAS, the work group has identified a vision for 1 33 obtaining accountability from an integrated system of care 1 34 involving alternative means of capitating costs and has 1 35 provided a series of recommendations and planning activities 2 1 needed to develop the system of care; NOW THEREFORE, 2 2 BE IT RESOLVED BY THE SENATE, That the Senate affirms the 2 3 vision of the child welfare services work group established by 2 4 the Legislative Council and recognizes the need to move 2 5 forward on the work group recommendations; and 2 6 BE IT FURTHER RESOLVED, That the Legislative Council is 2 7 requested to act immediately to reauthorize the child welfare 2 8 services work group to continue planning and implementation 2 9 activities, to add members of the General Assembly to the work 2 10 group, and to require a final report to the chairpersons and 2 11 ranking members of the Joint Appropriations Subcommittee on 2 12 Human Services on or before January 1, 1999; and 2 13 BE IT FURTHER RESOLVED, That the leadership of the General 2 14 Assembly is requested to work with the Governor and the 2 15 leadership of the United States Congress to develop a 2 16 memorandum of understanding with federal officials to continue 2 17 federal participation with the state in this endeavor. 2 18 LSB 4180SC 77 2 19 jp/sc/14
