1 3 ENVIRONMENT RESOLUTION BY CHAIRPERSON BARTZ)
1 4 A Senate Resolution to request that the legislative
1 5 council establish a study committee to examine
1 6 the effectiveness of manure application require-
1 7 ments including manure management plans.
1 8 WHEREAS, in 1995, the general assembly enacted House File
1 9 519, which provided for the environmental regulation of animal
1 10 feeding operations, in an effort to protect the state's
1 11 environment and safeguard the quality of life of its
1 12 residents; and
1 13 WHEREAS, the Act placed restrictions upon the application
1 14 of manure originating from certain animal feeding operations
1 15 and requirements that these operations file manure management
1 16 plans with the department of natural resources; and
1 17 WHEREAS, there is a need to examine the provisions of House
1 18 File 519, including rules adopted by the department of natural
1 19 resources, which affect issues involving the effectiveness of
1 20 manure application requirements including manure management
1 21 plans; NOW THEREFORE,
1 22 BE IT RESOLVED BY THE SENATE, That the legislative council
1 23 is requested to appoint a study committee for purposes of
1 24 examining these issues and reporting findings and
1 25 recommendations to the general assembly not later than the
1 26 beginning of the next session of the general assembly.
