1 1 Section 1. There is appropriated from those funds
1 2 designated within the energy conservation trust created in
1 3 section 473.11, for disbursement pursuant to section 473.11,
1 4 to the following named agencies for the fiscal biennium
1 5 beginning July 1, 1997, and ending June 30, 1999, the
1 6 following amounts, or so much thereof as is necessary, to be
1 7 used for the purposes designated:
1 8 1. To the division of community action agencies of the
1 9 department of human rights for qualifying energy conservation
1 10 programs for low-income persons, including but not limited to
1 11 energy weatherization projects, which target the highest
1 12 energy users, and including administrative costs:
1 13 1997-98 FY: To be expended first from the OHA fund, then the
1 14 Warner/Imperial and Stripper Well funds: ......... $ 700,000
1 15 1998-99 FY: a. To be expended first from the OHA fund,
1 16 then the Warner/Imperial and Stripper Well funds:
1 17 .................................................. $ 400,000
1 18 b. To be expended from the Diamond Shamrock fund:
1 19 .................................................. $ 300,000
1 20 2. To the department of natural resources for the
1 21 following purposes:
1 22 a. For the state energy program, from the Exxon fund:
1 23 1997-98 FY ....................................... $ 115,000
1 24 1998-99 FY ....................................... $ 115,000
1 25 b. For administration of petroleum overcharge programs
1 26 from the Stripper Well fund, not to exceed the following
1 27 amount:
1 28 1997-98 FY ....................................... $ 250,000
1 29 1998-99 FY ....................................... $ 200,000
1 30 Notwithstanding section 8.33, the unencumbered or
1 31 unobligated moneys remaining at the end of any fiscal year
1 32 from the appropriations made in subsections 1 and 2 shall not
1 33 revert but shall be available for expenditure during
1 34 subsequent fiscal years until expended for the purposes for
1 35 which originally appropriated.
2 1 EXPLANATION
2 2 The bill provides for the appropriation from oil overcharge
2 3 funds for the 1997-1998 fiscal year and 1998-1999 fiscal year
2 4 to the departments of human rights and natural resources for
2 5 energy conservation programs.
