  1  1    Section 1.  DEPARTMENT OF EDUCATION.  There is appropriated
  1  2 from the general fund of the state to the department of
  1  3 education for the fiscal year beginning July 1, 1996, and
  1  4 ending June 30, 1997, to supplement the appropriation made in
  1  5 1996 Iowa Acts, chapter 1215, section 6, subsection 1, the
  1  6 following amounts, or so much thereof as is necessary, to be
  1  7 used for the purposes designated:
  1  8    1.  To encourage a statewide perspective on Iowa's
  1  9 investment in education:  
  1 10 .................................................. $    150,000
  1 11    2.  To develop Iowa's efforts in distance education in
  1 12 postsecondary institutions:  
  1 13 .................................................. $     50,000
  1 14    Notwithstanding section 8.33, unencumbered or unobligated
  1 15 funds remaining on June 30, 1997, from funds appropriated in
  1 16 this section, shall not revert to the general fund of the
  1 17 state, but shall be available the following fiscal year for
  1 18 purposes provided for in this section.
  1 19    Sec. 2.  DEPARTMENT OF GENERAL SERVICES.  There is
  1 20 appropriated from the general fund of the state to the
  1 21 department of general services for the fiscal year beginning
  1 22 July 1, 1996, and ending June 30, 1997, to supplement the
  1 23 appropriations made in 1996 Iowa Acts, chapter 1211, section
  1 24 5, subsections 2 and 6, the following amounts, or so much
  1 25 thereof as is necessary, to be used for the purposes
  1 26 designated:
  1 27    1.  For information services to be used for the purpose of
  1 28 beginning executive branch corrective action for the year
  1 29 2000:  
  1 30 .................................................. $  3,000,000
  1 31    Notwithstanding section 8.33, unencumbered or unobligated
  1 32 funds remaining on June 30, 1997, from funds appropriated in
  1 33 this subsection, shall not revert to the general fund of the
  1 34 state, but shall be used in the following fiscal year for the
  1 35 purpose provided for in this subsection.
  2  1    2.  For utility costs:  
  2  2 .................................................. $    161,197
  2  3    Sec. 3.  DEPARTMENT OF GENERAL SERVICES.  1996 Iowa Acts,
  2  4 chapter 1211, section 5, subsection 6, unnumbered paragraph 2,
  2  5 is amended to read as follows:
  2  6    The department of general services may use funds
  2  7 appropriated in this subsection for utility costs to fund
  2  8 energy conservation projects in the state capitol complex
  2  9 which will have a 100 percent payback within a 24-month
  2 10 period.  In addition, notwithstanding Notwithstanding sections
  2 11 8.33 and 18.12, subsection 11, any excess funds appropriated
  2 12 for utility costs in this subsection shall not revert to the
  2 13 general fund of the state on June 30, 1997, and these funds
  2 14 but shall be used for implementation of energy conservation
  2 15 projects having a payback of 100 percent within a two-year to
  2 16 six-year period utility costs in subsequent fiscal years.  The
  2 17 department of general services shall report not later than
  2 18 August 31, 1997, on the projects having 100 percent payback
  2 19 within a six-year period to the chairpersons and ranking
  2 20 members of the joint appropriations subcommittee on
  2 21 administration and regulation and to the legislative fiscal
  2 22 bureau.  The report shall include a listing of the projects
  2 23 undertaken, the cost of each project, and the projected
  2 24 savings on an annual basis and for the life of the project.
  2 25    Sec. 4.  DEPARTMENT OF HUMAN SERVICES.  There is
  2 26 appropriated from the general fund of the state to the
  2 27 department of human services for the fiscal year beginning
  2 28 July 1, 1996, and ending June 30, 1997, to supplement the
  2 29 appropriations made in 1996 Iowa Acts, chapter 1210, section
  2 30 10, the following amount, or so much thereof as is necessary,
  2 31 to be used for the purpose designated:
  2 32    To supplement the federal funding provided in the social
  2 33 services block grant:  
  2 34 .................................................. $  2,381,052
  2 35    The funds appropriated in this section shall be prorated to
  3  1 the appropriate programs according to the dollar amounts
  3  2 specified in 1996 Iowa Acts, chapter 1210, section 10,
  3  3 subsection 3.
  3  4    Sec. 5.  DEPARTMENT OF INSPECTIONS AND APPEALS.  There is
  3  5 appropriated from the general fund of the state to the
  3  6 department of inspections and appeals for the fiscal year
  3  7 beginning July 1, 1996, and ending June 30, 1997, to
  3  8 supplement the appropriations made in 1996 Iowa Acts, chapter
  3  9 1211, section 9, the following amount, or so much thereof as
  3 10 is necessary, to be used for the purpose designated:
  3 11    For regulation of pari-mutuel racetrack operations:  
  3 12 .................................................. $     98,695
  3 13    Sec. 6.  DEPARTMENT OF PUBLIC SAFETY.  There is
  3 14 appropriated from the general fund of the state to the
  3 15 department of public safety for the fiscal year beginning July
  3 16 1, 1996, and ending June 30, 1997, to supplement the
  3 17 appropriations made in 1996 Iowa Acts, chapter 1216, section
  3 18 21, the following amount, or so much thereof as is necessary,
  3 19 to be used for the purpose designated:
  3 20    For riverboat enforcement due to expanded operational
  3 21 hours:  
  3 22 .................................................. $     71,114
  3 23    Sec. 7.  STATE BOARD OF REGENTS.  There is appropriated
  3 24 from the general fund of the state to the state board of
  3 25 regents for the fiscal year beginning July 1, 1996, and ending
  3 26 June 30, 1997, to supplement the appropriations made in 1996
  3 27 Iowa Acts, chapter 1215, section 12, the following amount, or
  3 28 so much thereof as is necessary, to be used for the purpose
  3 29 designated:
  3 30    For salaries:  
  3 31 .................................................. $  2,325,940
  3 32    Sec. 8.  STATE TREASURER.  There is appropriated from the
  3 33 lottery revenues received during the fiscal year beginning
  3 34 July 1, 1994, which remain in the lottery fund following
  3 35 transfers made pursuant to 1995 Iowa Acts, chapter 220,
  4  1 section 16, and 1996 Iowa Acts, chapter 1219, section 14, to
  4  2 the treasurer of state for the fiscal year beginning July 1,
  4  3 1996, and ending June 30, 1997, the following amount to be
  4  4 used for the purpose designated:
  4  5    For the continued funding of Iowa's participation in the
  4  6 funding of the world food prize:  
  4  7 .................................................. $    250,000
  4  8    Sec. 9.  EFFECTIVE DATE.  This Act, being deemed of
  4  9 immediate importance, takes effect upon enactment.  
  4 10                           EXPLANATION
  4 11    The bill makes supplemental appropriations for the 1996-
  4 12 1997 fiscal year to the departments of general services,
  4 13 inspections and appeals, human services, public safety, and
  4 14 education, and to the state board of regents and treasurer of
  4 15 state.  The bill takes effect upon enactment.
