PAG LIN 1 1 SENATE RESOLUTION NO. 1 2 BY COMMITTEE ON RULES AND ADMINISTRATION 1 3 A Senate Resolution relating to daily operations of 1 4 the Senate. 1 5 WHEREAS, the legislative authority of this state is 1 6 vested in the General Assembly consisting of the 1 7 Senate and the House of Representatives; and 1 8 WHEREAS, the Senate necessarily incurs substantial 1 9 expenses for its daily operations; and 1 10 WHEREAS, the Senate is authorized to expend funds 1 11 from the state treasury necessary to pay for its 1 12 expenses and for expenses incurred jointly by the 1 13 Senate and House of Representatives; and 1 14 WHEREAS, it is deemed advisable and proper for the 1 15 Senate to make expenditures in accordance with a 1 16 budgetary plan; NOW THEREFORE, 1 17 BE IT RESOLVED BY THE SENATE: 1 18 Section 1. Expenditures of the Senate payable 1 19 pursuant to Iowa Code sections 2.10 through 2.14 1 20 inclusive for the regular legislative session and the 1 21 interim period during the fiscal year beginning July 1 22 1, 1997 and ending June 30, 1998, are budgeted to be 1 23 as follows: 1 24 1. Session expenses including members' and 1 25 temporary staff compensation and other current 1 26 expenses in an amount not to exceed $2,833,485. 1 27 2. Interim expenses including members' and staff 1 28 compensation and other current expenses in an amount 1 29 not to exceed $320,500. 1 30 3. Fixed expenses, including permanent employees' 2 1 compensation and equipment in an amount not to exceed 2 2 $2,077,195. 2 3 4. A special fund for renovation, restoration, and 2 4 equipment improvements in the Senate chamber and 2 5 adjacent areas to be used with the authorization of 2 6 the Committee on Rules and Administration, in an 2 7 amount not to exceed $75,000. 2 8 5. A special fund for technology and 2 9 computerization improvements to be used with the 2 10 authorization of the Committee on Rules and 2 11 Administration, in an amount not to exceed $100,000. 2 12 6. A special Senator Dale L. Tieden scholarship 2 13 fund for a Senate page to be used with the 2 14 authorization of the Committee on Rules and 2 15 Administration, in an amount not to exceed $1,000. 2 16 Sec. 2. The Secretary of the Senate shall 2 17 immediately provide written notice to the majority and 2 18 minority leaders of the Senate and to the Chair and 2 19 Ranking Member of the Senate Appropriations Committee 2 20 if actual expenditures payable pursuant to Iowa Code 2 21 sections 2.10 through 2.14 inclusive exceed the 2 22 maximum amount allocated to any category of the budget 2 23 provided by section 1 of this resolution. The written 2 24 notice shall specify the amount of and reasons for any 2 25 excess expenditure. 2 26 Sec. 3. The expenditures referred to in section 2 2 27 of this resolution shall consist only of those sums 2 28 required for payment of the various expenses of the 2 29 General Assembly including such items as legislative 2 30 printing expenses, unpaid expenses incurred during the 3 1 interim between sessions of the General Assembly, 3 2 expenditures incurred pursuant to resolutions, and 3 3 expenses for purchases of legislative equipment and 3 4 supplies necessary to carry out the functions of the 3 5 General Assembly. Joint expenditures or special 3 6 expenditures approved by the Committee on Rules and 3 7 Administration or the Legislative Council are not 3 8 included in the budget set forth in this resolution. 3 9 Sec. 4. If a special session of the General 3 10 Assembly is held, the Committee on Rules and 3 11 Administration shall provide for consideration of a 3 12 budget for the special session. 3 13 SR Budget;4/29/97 3 14 cc/cc/26
