  1  4 RELATING TO REVOLVING FUNDS TO BE ADMINISTERED BY THE DEPART-
  1  5    MENT OF GENERAL SERVICES AND PROVIDING FOR FUNDING FOR THE
  1  6    REVOLVING FUNDS.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 
  1  9 
  1 10    Section 1.  Section 18.12, subsection 8, paragraph a, Code
  1 11 1997, is amended to read as follows:
  1 12    a.  The director may dispose of unfit or unnecessary
  1 13 personal property by sale.  Proceeds from the sale of personal
  1 14 property shall be deposited in the general fund of the state.
  1 15 However, in lieu of depositing in the general fund of the
  1 16 state, the director may deposit the receipts from the sale of
  1 17 personal property located on the state capitol complex, except
  1 18 receipts from the sale of motor vehicles or printing
  1 19 equipment, in the art restoration and preservation revolving
  1 20 fund created in section 18.16B.
  1 21    Sec. 2.  NEW SECTION.  18.16A  TELECOMMUNICATIONS AND
  1 22 ELECTRIC CABLING REVOLVING FUND.
  1 23    A telecommunications and electric cabling revolving fund is
  1 24 created in the state treasury.  The revolving fund shall be
  1 25 administered by the department and shall consist of moneys
  1 26 appropriated by the general assembly and any other moneys
  1 27 obtained or accepted by the department for deposit in the
  1 28 revolving fund.  The proceeds of the revolving fund shall be
  1 29 used by the department for purposes as may be necessary to
  1 30 provide for appropriate telecommunications and electric
  1 31 cabling, planning cabling layouts, and locating, relocating,
  1 32 installing, or removing telecommunications and electric cable
  1 33 including peripheral equipment on the state capitol complex.
  1 34 The department shall submit an annual report not later than
  1 35 January 31, to the members of the general assembly and the
  2  1 legislative fiscal bureau, of the activities and expenditures
  2  2 funded from the revolving fund during the preceding fiscal
  2  3 year.  Section 8.33 does not apply to any moneys in the
  2  4 revolving fund and, notwithstanding section 12C.7, subsection
  2  5 2, earnings or interest on moneys deposited in the revolving
  2  6 fund shall be credited to the revolving fund.
  2  7    Sec. 3.  NEW SECTION.  18.16B  ART RESTORATION AND
  2  8 PRESERVATION REVOLVING FUND.
  2  9    An art restoration and preservation revolving fund is
  2 10 created in the state treasury.  The revolving fund shall be
  2 11 administered by the department and shall consist of any moneys
  2 12 appropriated by the general assembly, the receipts from the
  2 13 sale of certain personal property located on the state capitol
  2 14 complex, and any other moneys obtained or accepted by the
  2 15 department for deposit in the revolving fund.  The proceeds of
  2 16 the revolving fund shall be used as determined by the
  2 17 department for the restoration, preservation, rehabilitation,
  2 18 or enhancement of art and artifacts of historical or cultural
  2 19 significance or artistic value located in public areas of the
  2 20 state capitol building.  The department shall submit an annual
  2 21 report not later than January 31, to the members of the
  2 22 general assembly and the legislative fiscal bureau, of the
  2 23 activities and expenditures funded from the revolving fund
  2 24 during the preceding fiscal year.  Section 8.33 does not apply
  2 25 to any moneys in the revolving fund and, notwithstanding
  2 26 section 12C.7, subsection 2, earnings or interest on moneys
  2 27 deposited in the revolving fund shall be credited to the
  2 28 revolving fund.
