  1  1    Section 1.  Section 272.31, subsection 1, Code Supplement
  1  2 1997, is amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  f.  Valid evidence that the applicant holds
  1  4 a current course completion card in all of the following:
  1  5    (1)  American red cross or American heart association
  1  6 infant, child, and adult cardiopulmonary resuscitation or
  1  7 equivalent certification approved by the state board of
  1  8 educational examiners.  For purposes of this paragraph,
  1  9 "cardiopulmonary resuscitation" means training and successful
  1 10 course completion in one rescuer and two rescuer
  1 11 cardiopulmonary resuscitation and obstructed airway
  1 12 procedures.
  1 13    (2)  American red cross infant, child, and adult first aid
  1 14 or equivalent certification approved by the state board of
  1 15 educational examiners.
  1 16    For purposes of this paragraph, "current course completion
  1 17 card" means written recognition given for training and
  1 18 successful course completion of cardiopulmonary resuscitation
  1 19 or first aid with an expiration date or recommended renewal
  1 20 date that exceeds the current date.
  1 21    Sec. 2.  Section 279.19B, Code 1997, is amended to read as
  1 22 follows:
  1 23    279.19B  COACHING ENDORSEMENT AND AUTHORIZATION.
  1 24    1.  The board of directors of a school district may employ
  1 25 for head coach of any interscholastic athletic activities or
  1 26 for assistant coach of any interscholastic athletic activity,
  1 27 an individual who possesses a coaching authorization issued by
  1 28 the board of educational examiners or possesses a teaching
  1 29 license with a coaching endorsement issued pursuant to chapter
  1 30 272.  However, a board of directors of a school district shall
  1 31 consider applicants with qualifications described below, in
  1 32 the following order of priority:
  1 33    1. a.  A qualified individual who possesses a valid
  1 34 teaching license with a proper coaching endorsement.
  1 35    2. b.  A qualified individual who possesses a coaching
  2  1 authorization issued by the board of educational examiners.
  2  2    2.  Qualifications are to be determined by the board of
  2  3 directors or their designee on a case-by-case basis.  However,
  2  4 prior to the start of each sports season, a coach shall
  2  5 provide to the board valid evidence that the coach holds a
  2  6 current course completion card in all of the following:
  2  7    a.  American red cross or American heart association
  2  8 infant, child, and adult cardiopulmonary resuscitation or
  2  9 equivalent certification approved by the state board of
  2 10 educational examiners.  For purposes of this paragraph,
  2 11 "cardiopulmonary resuscitation" means training and successful
  2 12 course completion in one rescuer and two rescuer
  2 13 cardiopulmonary resuscitation and obstructed airway
  2 14 procedures.
  2 15    b.  American red cross infant, child, and adult first aid
  2 16 or equivalent certification approved by the state board of
  2 17 educational examiners.
  2 18    For purposes of this subsection, "current course completion
  2 19 card" means written recognition given for training and
  2 20 successful course completion of cardiopulmonary resuscitation
  2 21 or first aid with an expiration date or a recommended renewal
  2 22 date that exceeds the current date.
  2 23    3.  An individual who has been issued a coaching
  2 24 authorization or who possesses a teaching license with a
  2 25 coaching endorsement but is not issued a teaching contract
  2 26 under section 279.13 and who is employed by the board of
  2 27 directors of a school district serves at the pleasure of the
  2 28 board of directors and is not subject to sections 279.13
  2 29 through 279.19, and 279.27.  Subsection 1 of section 279.19A
  2 30 applies to coaching authorizations.  
  2 31                           EXPLANATION
  2 32    This bill requires applicants for coaching authorization or
  2 33 endorsement to hold a current course completion card for
  2 34 certified training in infant, child, and adult cardiopulmonary
  2 35 resuscitation and first aid.  The bill also requires a coach
  3  1 employed by the board of directors of a school district to
  3  2 present proof to the board that the coach holds a current
  3  3 course completion card.
