PAG LIN 1 1 Section 1. FAMILY RESOURCE CENTERS. There is appropriated 1 2 from the general fund of the state to the department of 1 3 education for the fiscal year beginning July 1, 1998, and 1 4 ending June 30, 1999, the following amount, or so much thereof 1 5 as is necessary, to be used for the purpose designated: 1 6 For support of the family resource center program 1 7 established in chapter 256C in at least 100 school districts: 1 8 .................................................. $ 5,000,000 1 9 Sec. 2. Section 256.9, subsection 46, Code 1997, is 1 10 amended to read as follows: 1 11 46. Cooperate with the child development coordinating 1 12 council in establishing the family resource center 1 13demonstrationprogram. Assistance may include, but is not 1 14 limited to, providing or directing the area education agencies 1 15 to provide technical assistance to school districts in 1 16 establishing and maintaining the services specified in section 1 17 256C.3, and recommending rules for adoption by the state board 1 18 relating to the development of family resource centers in 1 19 school districts. Technical assistance shall include, but is 1 20 not limited to, assistance to local districts in developing an 1 21 appropriate financial package that will permit the districts 1 22 to set up and maintain a family resource center. 1 23 Sec. 3. Section 256A.3, subsection 11, Code 1997, is 1 24 amended to read as follows: 1 25 11. Cooperate with the department of education in 1 26 establishing the family resource centerdemonstrationprogram. 1 27 Assistance shall include, but is not limited to, 1 28 identification of various funding sources which, in addition 1 29 to or in combination with state funds, can be used to support 1 30 the services provided in a family resource center 1 31demonstrationprogram and the development of recommended 1 32 approaches for obtaining and blending funds from various 1 33 sources. 1 34 Sec. 4. Section 256C.1, Code 1997, is amended to read as 1 35 follows: 2 1 256C.1 FAMILY RESOURCE CENTERDEMONSTRATIONPROGRAM 2 2 ESTABLISHED. 2 3If the general assembly appropriates moneys for the2 4establishment of family resource centers, theThe department 2 5 of education, in conjunction with the child development 2 6 coordinating council, shall establish and coordinate a family 2 7 resource centerdemonstrationprogram to provide comprehensive 2 8 child development and child care services, remedial 2 9 educational and literacy services, and supportive services to 2 10 parents who arerecipients of assistance underparticipants in 2 11 the family investment program and other parents in need of 2 12 services. The quantity of family resource centers shall be 2 13 established either by law or the amount of funding 2 14 appropriated. The program shall provide for theestablishment2 15 distribution of family resource centersby the school year2 16commencing July 1, 1994, which shall be located in at least2 17three public schools, one locatedinalarge schooldistrict2 18 districts,one located in amedium-sized schooldistrict2 19 districts, andone located in asmall schooldistrict2 20 districts. The distribution method shall be based upon the 2 21 relative proportion of child population with special provision 2 22 for districts with a high proportion of low-income families 2 23 with children. For purposes of this section a large school 2 24 district is a district with an actual enrollment of five 2 25 thousand or more pupils; a medium-sized school district is a 2 26 district with an actual enrollment that is greater than one 2 27 thousand one hundred ninety-nine pupils, but less than five 2 28 thousand pupils; and a small school district is a district 2 29 with an actual enrollment of one thousand one hundred ninety- 2 30 nine or fewer pupils. 2 31 Sec. 5. Section 256C.2, unnumbered paragraph 2, Code 1997, 2 32 is amended to read as follows: 2 33 A district applying for a grant under this section shall 2 34 agree, for each dollar of grant funds, to provide twenty cents 2 35 in matching cash or in-kind resources. Grants may be awarded 3 1 forfour years, beginning July 1, 1994, and ending June 30,3 21998four-year periods. Up to ten percent of the moneys 3 3 appropriated for the grant program may be used by the council 3 4 for staffing, technical assistance, and external evaluation 3 5 development. Notwithstanding section 8.33, unencumbered or 3 6 unobligated funds remaining on June 30 of the fiscal year for 3 7 which the funds were appropriated shall not revert but shall 3 8 be available for expenditure for the following fiscal year for 3 9 the purposes of this section. 3 10 Sec. 6. Section 256C.3, unnumbered paragraph 1, Code 1997, 3 11 is amended to read as follows: 3 12 Each family resource center shall address and offer all of 3 13 the following, and by July 1, 1997, shall offer all of the3 14following: 3 15 Sec. 7. Section 256C.3, subsection 4, Code 1997, is 3 16 amended to read as follows: 3 17 4. Support and educational services to parents whose 3 18 children are participants in the child care services portion 3 19 of the family resource centerdemonstrationprogram and who 3 20 are interested in obtaining a high school diploma or a high 3 21 school equivalency diploma under chapter 259A. Parents and 3 22 their preschool age children may attend classes in parenting 3 23 and child learning skills together so as to promote the mutual 3 24 pursuit of education and to enhance interaction between parent 3 25 and child. 3 26 EXPLANATION 3 27 This bill provides for expansion of the family resource 3 28 center program. This program is directed to families 3 29 participating in the family investment program and other 3 30 parents in need of services. The bill appropriates $5,000,000 3 31 to the department of education for FY 1998-1999 to fund 100 3 32 centers. Under Code section 256C.2 unobligated or unexpended 3 33 moneys remaining at the close of the fiscal year do not revert 3 34 but remain available for expenditure in the succeeding fiscal 3 35 year. 4 1 The bill amends Code section 256C.1 which created family 4 2 resource centers as a demonstration project in a large, 4 3 medium, and small school district. The bill removes that 4 4 limit and provides the centers are to be distributed based 4 5 upon child population with special provision made for 4 6 districts with a high proportion of low-income families with 4 7 children. 4 8 Code section 256C.2 is amended to eliminate a reference to 4 9 a particular four-year period. 4 10 Code section 256C.3 is amended to remove a reference to a 4 11 particular date and to strike the word "demonstration" from 4 12 the term "family resource center demonstration program". Code 4 13 section 256.9 and 256A.3 are also amended to eliminate the 4 14 word "demonstration" from that term. 4 15 LSB 3835XS 77 4 16 jp/cf/24
