PAG LIN 1 1 Section 1. NEW SECTION. 161C.7 WATERSHED PROGRAM. 1 2 The division shall develop and implement a watershed 1 3 program to address, examine, and provide possible suggestions 1 4 for issues involving soil conservation, water quality 1 5 protection, and flood control objectives in all watersheds in 1 6 the state. The information resulting from this program shall 1 7 be used by soil and water conservation districts to develop 1 8 and implement water quality and watershed projects in the 1 9 state. 1 10 Sec. 2. NEW SECTION. 455B.282 SURFACE WATER AND 1 11 GROUNDWATER MONITORING. 1 12 1. The commission shall establish and administer a long- 1 13 term surface water monitoring program which includes, at a 1 14 minimum, all of the following elements: 1 15 a. A significant number of fixed monitoring sites selected 1 16 to include a full array of geographical conditions and 1 17 watershed sizes. 1 18 b. Inclusion of lakes, reservoirs, ponds, and wetlands in 1 19 regular surface water monitoring. 1 20 c. High frequency of sampling at a significant number of 1 21 fixed station sites to provide information on contaminant 1 22 concentration and movement. 1 23 d. Analysis of samples for common pesticides at all fixed 1 24 station sites and analysis of pesticide metabolites at all 1 25 fixed station sites located at large river monitoring sites. 1 26 e. Implementation of watershed-based rotational monitoring 1 27 where a portion of the watersheds are intensively monitored on 1 28 a cyclical basis of one out of every five years. 1 29 f. Incorporation of biological monitoring into the 1 30 monitoring for all sites. 1 31 g. Problem assessment and research. 1 32 2. The commission shall establish and administer a long- 1 33 term groundwater monitoring program which includes, at a 1 34 minimum, the following elements: 1 35 a. Fixed station, long-term monitoring to collect baseline 2 1 data for trend analysis in six major aquifers. Water levels 2 2 at the aquifer sites shall be monitored and each site shall be 2 3 regularly sampled for inorganics, common herbicides, and 2 4 selected volatile organic compounds. 2 5 b. An ambient rotational groundwater quality monitoring 2 6 program conducted in cooperation with the United States 2 7 geological survey and the university of Iowa hygienic 2 8 laboratory. 2 9 c. Identification of groundwater quality issues and 2 10 conducting of research needed to address the issues. The 2 11 issues shall initially include, but not be limited to, all of 2 12 the following: 2 13 (1) Identification of storage and handling of hazardous 2 14 materials and facilities. 2 15 (2) The relative contribution of point and nonpoint 2 16 sources of groundwater contamination. 2 17 (3) Organic chemicals in unsaturated zones. 2 18 (4) The effects of large withdrawals on aquifers. 2 19 (5) Identification of recharge zones for all aquifers. 2 20 Sec. 3. APPROPRIATION. There is appropriated from the 2 21 general fund of the state to the department of natural 2 22 resources for the fiscal year beginning July 1, 1998, and 2 23 ending June 30, 1999, the following amount, or so much thereof 2 24 as is necessary, to be used for the purposes designated: 2 25 For the surface water and groundwater monitoring programs, 2 26 including salaries, support, maintenance, miscellaneous 2 27 purposes, and for not more than the following full-time 2 28 equivalent positions: 2 29 .................................................. $ 1,000,000 2 30 ............................................... FTEs 2.00 2 31 Notwithstanding section 8.33, moneys appropriated in this 2 32 section which remain unexpended or unobligated on June 30, 2 33 1999, shall not revert to the general fund of the state but 2 34 shall remain available for the purposes designated for the 2 35 fiscal year beginning July 1, 1999. 3 1 Sec. 4. There is appropriated from the 3 2 general fund of the state to the department of agriculture and 3 3 land stewardship for the fiscal year beginning July 1, 1998, 3 4 and ending June 30, 1999, the following amount, or so much 3 5 thereof as is necessary, to be used for the purposes 3 6 designated: 3 7 For the watershed program, including salaries, support, 3 8 maintenance, miscellaneous purposes, and for not more than the 3 9 following full-time equivalent positions: 3 10 .................................................. $ 400,000 3 11 ............................................... FTEs 2.00 3 12 Notwithstanding section 8.33, moneys appropriated in this 3 13 section which remain unexpended or unobligated on June 30, 3 14 1999, shall not revert to the general fund of the state but 3 15 shall remain available for the purposes designated for the 3 16 fiscal year beginning July 1, 1999. 3 17 EXPLANATION 3 18 This bill requires the department of natural resources to 3 19 conduct long-term monitoring programs for surface water and 3 20 groundwater in the state. The bill requires the department of 3 21 agriculture and land stewardship to implement a watershed 3 22 program. 3 23 The bill provides that the surface water monitoring program 3 24 shall include a significant number of fixed monitoring sites, 3 25 the inclusion of lakes, reservoirs, ponds, and wetlands in 3 26 monitoring, high frequency sampling at fixed sites, analysis 3 27 for common pesticides and analysis of pesticide metabolites at 3 28 fixed sites at large river monitoring sites, implementation of 3 29 watershed-based rotational monitoring, and incorporation of 3 30 biological monitoring into the monitoring of all sites. 3 31 The bill provides that the groundwater monitoring program 3 32 shall include long-term fixed station monitoring to collect 3 33 baseline data for trend analysis in six major aquifers, 3 34 conduct an ambient rotational groundwater quality monitoring 3 35 program, and identify and research groundwater issues. 4 1 The bill provides that the department of agriculture and 4 2 land stewardship, division of soil conservation, shall develop 4 3 and implement a watershed program to address, examine, and 4 4 provide possible suggestions for issues involving soil 4 5 conservation, water quality protection, and flood control 4 6 objectives in all watersheds in the state. This information 4 7 shall be used by soil and water conservation districts to 4 8 develop and implement water quality and watershed projects in 4 9 the state. 4 10 The bill appropriates to the department of natural 4 11 resources $1 million for the surface water and groundwater 4 12 monitoring programs.
