PAG LIN 1 1 Section 1. NEW SECTION. 261.24 REWARDING IOWA'S STUDENTS 1 2 EDUCATIONALLY PROGRAM. 1 3 1. Subject to an appropriation of sufficient funds by the 1 4 general assembly, a rewarding Iowa's students educationally 1 5 program is established to be administered by the commission. 1 6 A resident of this state who receives a high school diploma or 1 7 a high school equivalency diploma from a school district or an 1 8 accredited nonpublic school in this state after July 1, 1998, 1 9 and who otherwise meets the qualifications of this section, is 1 10 eligible to receive a rewarding Iowa's students educationally 1 11 scholarship under the program to attend an eligible 1 12 institution. 1 13 2. In addition to the requirements of subsection 1, to be 1 14 eligible for a scholarship under this section, an individual 1 15 shall meet the following requirements: 1 16 a. Is a citizen of the United States or has been 1 17 classified as a permanent resident alien by the United States 1 18 immigration and naturalization service. 1 19 b. Have satisfactorily met the entrance requirements for 1 20 admission to an eligible institution. 1 21 c. Upon completing the equivalent of two full semesters or 1 22 three full quarters at an eligible institution, to continue to 1 23 be eligible for a scholarship under this section, the student 1 24 shall have a three-point cumulative grade average on a four- 1 25 point scale. 1 26 3. "Eligible institution", for purposes of this section, 1 27 means a community college as defined in chapter 260C, an 1 28 institution of higher learning under the control of the state 1 29 board of regents, or an accredited private institution, as 1 30 defined in section 261.9. 1 31 4. The amount of a scholarship awarded to a qualified 1 32 student for an upcoming academic year in accordance with this 1 33 section shall be the amount of the student's financial need 1 34 for that period, including tuition, mandatory fees, and a book 1 35 allowance. However, the scholarship amount shall not exceed 2 1 the resident tuition rate and mandatory fees established for 2 2 institutions of higher learning under the control of the state 2 3 board of regents plus a book allowance. The book allowance 2 4 for a full-time student shall be one hundred dollars per 2 5 quarter or the semester equivalent, and fifty dollars per 2 6 quarter or the semester equivalent for a student enrolled for 2 7 less than half-time. 2 8 5. No minimum number of hours of enrollment is required 2 9 for eligibility. 2 10 6. An eligible individual shall not receive a scholarship 2 11 under this section for more than the equivalent of eight full 2 12 semesters. 2 13 7. An individual who qualifies for a federal Pell grant is 2 14 ineligible for a scholarship under this section. Federal 2 15 educational assistance received by an eligible individual 2 16 shall be applied to reduce the individual's tuition and 2 17 mandatory fee charges. 2 18 8. Scholarship moneys may be expended for remedial 2 19 coursework. 2 20 9. The college student aid commission shall adopt rules 2 21 pursuant to chapter 17A to administer this section. Rules 2 22 adopted by the commission shall, at a minimum, establish 2 23 criteria for deferment of a scholarship and provide for an 2 24 appeals process. 2 25 EXPLANATION 2 26 This bill, subject to an appropriation of sufficient funds 2 27 by the general assembly, establishes a rewarding Iowa's 2 28 students educationally scholarship program. 2 29 A resident of Iowa who receives a high school diploma or a 2 30 high school equivalency diploma from a school district or an 2 31 accredited nonpublic school in Iowa after July 1, 1998, is a 2 32 U.S. citizen or a permanent resident alien, and has 2 33 satisfactorily met the entrance requirements for admission to 2 34 an eligible institution, is eligible to receive a scholarship 2 35 to attend an eligible institution. However, to continue to 3 1 receive a scholarship, a student must also have a 3.0 3 2 cumulative grade average on a 4.0 scale. Scholarships can be 3 3 used to pay for remedial coursework. 3 4 The bill defines an "eligible institution", to be an Iowa 3 5 community college, an institution of higher learning under the 3 6 control of the state board of regents, or an accredited 3 7 private institution. 3 8 The amount of a scholarship awarded in accordance with this 3 9 section shall be the amount of the student's financial need 3 10 for an upcoming academic year, but cannot exceed the resident 3 11 tuition rate and mandatory fees established for regents' 3 12 institutions plus a book allowance. The book allowance for a 3 13 full-time student is $100 per quarter or the semester 3 14 equivalent, and $50 per quarter or the semester equivalent for 3 15 a student enrolled for less than half-time. No minimum number 3 16 of hours of enrollment is required for eligibility. 3 17 An individual can receive a scholarship for no more than 3 18 the equivalent of eight full semesters. 3 19 An individual who qualifies for a federal Pell grant is 3 20 ineligible for a scholarship.
