  1  4 RELATING TO THE ESTABLISHMENT OF THE STATE PERCENT OF
  1  5    GROWTH FOR PURPOSES OF THE STATE SCHOOL FOUNDATION
  1  6    PROGRAM, AND PROVIDING AN APPLICABILITY DATE.

  1  8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 
  1  9 
  1 10    Section 1.  Section 257.8, subsection 1, Code 1997, is
  1 11 amended to read as follows:
  1 12    1.  STATE PERCENT OF GROWTH.  The state percent of growth
  1 13 for the budget years year beginning July 1, 1997, and July 1,
  1 14 1998 1999, is three and one-half percent.  The state percent
  1 15 of growth for each subsequent budget year shall be established
  1 16 by statute which shall be enacted within thirty days of the
  1 17 submission in the year preceding the base year of the
  1 18 governor's budget under section 8.21.  The establishment of
  1 19 the state percent of growth for a budget year shall be the
  1 20 only subject matter of the bill which enacts the state percent
  1 21 of growth for a budget year.
  1 22    Sec. 2.  APPLICABILITY DATE.  This Act is applicable for
  1 23 computing state aid under the state school foundation program
  1 24 for the school budget year beginning July 1, 1999.
