1 1 Section 1. DEPARTMENT OF CORRECTIONS – SUPERMAXIMUM
1 2 SECURITY CORRECTIONAL FACILITY – REQUEST FOR PROPOSALS. The
1 3 department of corrections shall issue a request for proposals
1 4 for the construction of a supermaximum security correctional
1 5 facility at the Fort Madison correctional facility, which
1 6 would only be constructed if the proposal is accepted. The
1 7 department of corrections shall include specifications
1 8 concerning the number of correctional beds in the request for
1 9 proposals and issue the request for proposals in such a manner
1 10 that responses are due and shall be included in a report
1 11 submitted by the department to the general assembly on or
1 12 before January 12, 1998. The department of corrections shall
1 13 not accept a proposal received in accordance with this section
1 14 without specific authorization through the enactment of
1 15 legislation to fund the proposal.
1 16 EXPLANATION
1 17 This bill requires the department of corrections to issue a
1 18 request for proposals for the construction of a supermaximum
1 19 security correctional facility at the Fort Madison
1 20 correctional facility of a size as determined by the
1 21 department. The department is required to issue the request
1 22 so that responses shall be due, and a report by the department
1 23 prepared and submitted to the general assembly, by January 12,
1 24 1998. The bill provides that a proposal shall not be accepted
1 25 until legislation funding the proposal is adopted.
