PAG LIN 1 1 Section 1. COUNTY LAND PRESERVATION AND USE COMMISSION – 1 2 STUDY, UPDATE, AND REPORT. Each county land preservation and 1 3 use commission established pursuant to section 352.3 shall 1 4 conduct a study regarding the conversion of agricultural land 1 5 to nonfarm uses, including but not limited to urban 1 6 development. The commission may update its county use 1 7 inventories as provided in section 352.4 and its county land 1 8 preservation and use plan as provided in section 352.5. The 1 9 department of agriculture and land stewardship, department of 1 10 management, department of natural resources, Iowa state 1 11 university agricultural extension service, and the department 1 12 of economic development shall, upon request, provide to each 1 13 county commission any pertinent land use information required 1 14 to carry out this section. A commission may request relevant 1 15 information from the United States geological survey. Each 1 16 commission shall submit a report to its county board of 1 17 supervisors not later than March 1, 1998. The report shall 1 18 provide recommendations regarding methods to provide for the 1 19 continued viability of agricultural land, and methods to 1 20 minimize the impact of development activities. 1 21 Sec. 2. APPROPRIATION. There is appropriated from the 1 22 general fund of the state to the treasurer of state for the 1 23 fiscal year beginning July 1, 1997, and ending June 30, 1998, 1 24 the following amount, or so much thereof as is necessary, to 1 25 be used for the purpose designated: 1 26 For allocating an equal dollar amount to each county in 1 27 order to support the efforts of each county's land 1 28 preservation and use commission in conducting a study 1 29 regarding the conversion of agricultural land to nonfarm uses, 1 30 and in updating its county use inventories, as provided in 1 31 this Act: 1 32 .................................................. $ 50,000 1 33 Sec. 3. EFFECTIVE DATE. This Act, being deemed of 1 34 immediate importance, takes effect upon enactment. 1 35 EXPLANATION 2 1 The bill provides that each county land preservation and use 2 2 commission shall conduct a study regarding the conversion of 2 3 agricultural land to nonfarm uses, including but not limited 2 4 to urban development. The bill provides that the commission 2 5 may update its county use inventories as provided in section 2 6 352.4 and its county land preservation and use plan as 2 7 provided in section 352.5. The bill requires the department 2 8 of agriculture and land stewardship, department of management, 2 9 department of natural resources, Iowa state university 2 10 agricultural extension service, and the department of economic 2 11 development to provide requesting commissions with available 2 12 land use information. A commission may request relevant 2 13 information from the United States geological survey. A 2 14 commission must submit a report to its county board of 2 15 supervisors not later than March 1, 1998. The bill provides 2 16 that the report must provide recommendations regarding methods 2 17 to provide for the continued viability of agricultural land, 2 18 and methods to minimize the impact of development activities. 2 19 The bill appropriates $50,000 to the treasurer of state for 2 20 purposes of allocating the moneys equally among the counties 2 21 to support efforts to conduct the study and update the 2 22 inventories. 2 23 The bill takes effect upon enactment. 2 24 LSB 2075SV 77 2 25 da/jj/8
