  1  1    Section 1.  Section 99D.9, subsection 6, Code 1997, is
  1  2 amended to read as follows:
  1  3    6.  A licensee may shall not loan to any person money or
  1  4 any other thing of value or permit a financial institution,
  1  5 vendor, or other person to loan money on the basis of a credit
  1  6 card or similar instrument in person or through an electronic
  1  7 or mechanical device including but not limited to a satellite
  1  8 terminal as defined in section 527.2 for the purpose of
  1  9 permitting that person to wager on any race.
  1 10    Sec. 2.  Section 99F.7, subsection 9, Code 1997, is amended
  1 11 to read as follows:
  1 12    9.  A licensee shall not loan to any person money or any
  1 13 other thing of value or permit a financial institution,
  1 14 vendor, or other person to loan money on the basis of a credit
  1 15 card or similar instrument in person or through an electronic
  1 16 or mechanical device including but not limited to a satellite
  1 17 terminal as defined in section 527.2 for the purpose of
  1 18 permitting that person to wager on any game of chance.  
  1 19                           EXPLANATION
  1 20    This bill provides that a pari-mutuel or gambling game
  1 21 licensee shall not permit a financial institution or other
  1 22 person to loan money personally or through an electronic
  1 23 machine including a satellite terminal on premises under the
  1 24 control of the licensee for gambling purposes.
