1 1 Section 1. NEW SECTION. 15A.1A ECONOMIC DEVELOPMENT
1 2 PROGRAMS COST EFFECTIVENESS.
1 3 1. Any business which receives any economic development
1 4 assistance in the form of a grant, a loan, a guarantee, a tax
1 5 incentive, or other financial assistance shall report all of
1 6 the following to the department of economic development by
1 7 January 15 of each year:
1 8 a. The number of jobs created or maintained in the prior
1 9 calendar year.
1 10 b. A demonstration of continued compliance with laws in
1 11 the areas of environmental protection, labor, and worker
1 12 safety.
1 13 c. A demonstration of continued compliance with the
1 14 eligibility criteria for the program under which the economic
1 15 development assistance was received.
1 16 2. By January 29 of each year, the department shall
1 17 provide all of the information received under this section to
1 18 the legislative fiscal bureau.
1 19 3. The legislative fiscal bureau shall compile the
1 20 information received from the department according to economic
1 21 development programs and according to individual business
1 22 performance. The legislative fiscal bureau shall also provide
1 23 a cost effectiveness analysis of the individual economic
1 24 development programs based on the information received. Both
1 25 the compiled information and the cost effectiveness analysis
1 26 shall be made available to the public.
1 27 EXPLANATION
1 28 This bill provides that any business which receives
1 29 economic development assistance shall report to the department
1 30 by January 15 of each year all of the following:
1 31 1. The number of jobs created and maintained in the prior
1 32 calendar year.
1 33 2. A demonstration of continued compliance with laws in
1 34 the areas of environmental protection, labor, and worker
1 35 safety.
2 1 3. A demonstration of continued compliance with the
2 2 eligibility criteria for the program under which the economic
2 3 development assistance was received.
2 4 The bill provides that the department shall provide the
2 5 legislative fiscal bureau with all information received by the
2 6 department under this section by January 29 of each year. The
2 7 bill provides that the legislative fiscal bureau shall compile
2 8 the information by economic development program and by
2 9 individual business performance. The legislative fiscal
2 10 bureau shall also provide a cost effectiveness analysis of the
2 11 individual economic development programs. All compiled
2 12 information and the cost effectiveness analysis shall be made
2 13 available to the public.
