1 1 Section 1. Section 299A.4, subsection 7, paragraph c,
1 2 unnumbered paragraph 1, Code 1997, is amended by striking the
1 3 unnumbered paragraph.
1 4 EXPLANATION
1 5 This bill removes an assessment requirement that the
1 6 parent, guardian, or legal custodian of a child under private
1 7 instruction may annually submit as evidence of the child's
1 8 academic progress as an alternative to the annual achievement
1 9 evaluation requirement.
1 10 Under the Code, the parent, guardian, or legal custodian
1 11 must be evaluated annually by May 1, either through the use of
1 12 a nationally recognized standardized achievement evaluation or
1 13 other assessment tool developed or recognized by the
1 14 department of education and chosen by the child's parent,
1 15 guardian, or legal custodian from a list of approved
1 16 evaluations or assessment tools provided by the department of
1 17 education, or through the submission of evidence that the
1 18 child is achieving adequate academic progress. The evidence
1 19 must include the following: (1) a written record indicating
1 20 the subjects taught and activities in which the child has been
1 21 engaged, (2) a portfolio of the child's work, and (3)
1 22 completed assessment evaluations if assessment evaluations are
1 23 administered to a child as part of the competent private
1 24 instruction by the parent, guardian, or legal custodian. The
1 25 bill eliminates the third component, the assessment
1 26 evaluations.
