1 1 Section 1. NEW SECTION. 261.22 IOWA WINS SCHOLARSHIP
1 2 PROGRAM – APPROPRIATION.
1 3 1. Subject to an appropriation of sufficient funds by the
1 4 general assembly, there is established an Iowa wins
1 5 scholarship program to be administered by the college student
1 6 aid commission. A resident of this state who graduated, or
1 7 within one year will graduate, from an accredited secondary
1 8 school in this state and who has been admitted to or is
1 9 attending as a full-time or part-time student an institution
1 10 of higher education under the state board of regents, a
1 11 community college, an accredited private institution as
1 12 defined in section 261.9, subsection 1, or a postsecondary
1 13 institution that meets the requirements of chapter 261B, is
1 14 eligible for the following scholarship amounts:
1 15 a. Up to two thousand dollars if the person ranked in the
1 16 upper twenty-five percent of their secondary school class at
1 17 the end of grade twelve.
1 18 b. Up to one thousand dollars for all other graduates of
1 19 accredited secondary schools in this state.
1 20 2. By June 30 of the school year in which a student
1 21 completes grade twelve, each accredited public and nonpublic
1 22 secondary school in Iowa shall include in the student's
1 23 transcript the student's class percentile rank.
1 24 3. A person who meets the qualifications of subsection 1
1 25 may apply to the commission for an Iowa wins scholarship at
1 26 any time within one year following the person's graduation
1 27 from an accredited secondary school in this state. However,
1 28 once approved for a scholarship under this section, the person
1 29 may receive Iowa wins scholarship moneys for not more than
1 30 twelve months.
1 31 4. The amount of an Iowa wins scholarship shall not exceed
1 32 the total tuition and mandatory fees for attending a
1 33 postsecondary institution as provided in subsection 1.
1 34 5. Scholarship moneys may be awarded for full-time or
1 35 part-time study during the fall, spring, or summer semesters,
2 1 or the trimester or quarter equivalent.
2 2 6. The commission shall administer this program and shall
2 3 do all of the following:
2 4 a. Provide application forms for distribution to students
2 5 by Iowa high schools.
2 6 b. Adopt rules for determining financial need, defining
2 7 residence for the purposes of this section, and for processing
2 8 and approving applications for scholarships.
2 9 c. Make an annual report to the governor and general
2 10 assembly.
2 11 7. Each applicant, in accordance with the rules
2 12 established by the commission, shall do all of the following:
2 13 a. Complete and file an application for an Iowa wins
2 14 scholarship.
2 15 b. Report promptly to the commission any necessary
2 16 information requested by the commission.
2 17 8. If a recipient of scholarship moneys issued in
2 18 accordance with this section is dismissed or withdraws from
2 19 the postsecondary institution before completion of the term,
2 20 the award, or the portion of the award that conforms with that
2 21 institution's accepted policy of refunds, shall be refunded to
2 22 the commission.
2 23 9. There is appropriated annually from the general fund of
2 24 the state to the college student aid commission an amount
2 25 sufficient to carry out the provisions of this section.
2 26 EXPLANATION
2 27 This bill establishes the Iowa wins scholarship program for
2 28 residents who graduated from accredited Iowa high schools and
2 29 who have been admitted to or are attending an institution of
2 30 higher education under the state board of regents; a community
2 31 college; an accredited private institution; or a postsecondary
2 32 institution that meets the requirements of chapter 261B, which
2 33 requires certain schools to register with the secretary of
2 34 state. The bill creates a standing unlimited appropriation
2 35 from the general fund of the state to pay for the program.
3 1 A person who ranked in the upper 25 percent of their class
3 2 at the end of grade 12 is eligible for a scholarship of up to
3 3 $2,000 and all other Iowa high school graduates are eligible
3 4 for a scholarship up to $1,000.
3 5 By June 30 of the school year in which a student completes
3 6 grade 12, each accredited public and nonpublic secondary
3 7 school in Iowa is directed to include in each student's
3 8 transcript the student's class percentile rank.
3 9 A person may apply to the commission for an Iowa wins
3 10 scholarship at any time within one year following the person's
3 11 graduation from high school. However, once approved for a
3 12 scholarship under this section, the person may receive Iowa
3 13 wins scholarship moneys for not more than 12 months.
3 14 The amount of an Iowa wins scholarship shall not exceed the
3 15 total tuition and mandatory fees.
3 16 Scholarship moneys may be awarded for full-time or part-
3 17 time study during the fall, spring, or summer semesters, or
3 18 the trimester or quarter equivalent.
3 19 If a recipient of Iowa wins scholarship moneys issued in
3 20 accordance with this section is dismissed or withdraws from
3 21 the postsecondary institution before completion of the term,
3 22 the award, or the portion of the award that conforms with that
3 23 institution's accepted policy of refunds, shall be refunded to
3 24 the commission.
3 25 The commission is directed, under the bill, to report
3 26 annually to the governor and general assembly.
