1 1 Section 1. Section 147A.8, Code 1997, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 3. Render emergency medical care, rescue,
1 4 and lifesaving services at the scene of an emergency outside
1 5 of the geographic area for which the emergency medical care
1 6 provider is certified, if all of the following are met:
1 7 a. In the opinion of the emergency medical care provider
1 8 the life of the patient is in immediate danger and emergency
1 9 medical care is required to preserve the patient's life.
1 10 b. An emergency medical care provider certified to provide
1 11 emergency medical services within the geographic area of the
1 12 emergency is not present at the scene of the emergency.
1 13 c. The emergency medical care provider has either
1 14 obtained, or attempted to obtain, authorization to initiate
1 15 emergency care services from an ambulance, rescue, or first
1 16 response service certified pursuant to section 147A.5 within
1 17 the geographic area of the emergency, or from a physician,
1 18 physician's assistant, or registered nurse.
1 19 d. The emergency medical care provider renders only those
1 20 emergency medical care services for which the provider is
1 21 certified pursuant to section 147A.6, and provides such
1 22 services for the purpose of preserving the patient's life
1 23 until the arrival of an authorized emergency medical care
1 24 provider within the geographic area of the emergency.
1 25 EXPLANATION
1 26 This bill provides that an emergency medical care provider
1 27 may initiate procedures required to preserve the life of a
1 28 patient in immediate danger in an emergency situation outside
1 29 the geographic area for which the emergency medical care
1 30 provider is certified when an emergency medical care provider
1 31 certified within the geographic area is not present. The
1 32 emergency medical care provider must first either obtain, or
1 33 attempt to obtain, authorization to initiate emergency care
1 34 services from an ambulance, rescue, or first response service
1 35 or from a physician, physician's assistant, or registered
2 1 nurse. The emergency medical care provider may render only
2 2 emergency medical care services for which the provider is
2 3 certified, and may render them only until the arrival of an
2 4 emergency medical care provider authorized within the
2 5 geographic area of the emergency.
