1 1 Section 1. Section 256.11, Code 1997, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 9. Each school or school district shall
1 4 have all of the following:
1 5 a. A media center in each attendance center accessible to
1 6 students throughout the school day.
1 7 b. A qualified school media specialist who shall meet the
1 8 licensing standards prescribed by the board of educational
1 9 examiners and be responsible for media center supervision.
1 10 c. An articulated sequential elementary-secondary guidance
1 11 program for grades kindergarten through twelve. The guidance
1 12 counselor shall meet the licensing standards prescribed by the
1 13 board of educational examiners.
1 14 In determining the requirements of this subsection for
1 15 nonpublic schools, the department shall evaluate the schools
1 16 on a school system basis rather than on an individual school
1 17 basis.
1 18 Sec. 2. IMPLEMENTATION. Section 25B.2, subsection 3,
1 19 shall not apply to this Act.
1 20 EXPLANATION
1 21 This bill reestablishes a statutory requirement that each
1 22 school or school district have a media center in each
1 23 attendance center accessible to students throughout the school
1 24 day, a qualified school media specialist responsible for media
1 25 center supervision, and an articulated sequential elementary-
1 26 secondary guidance program for grades kindergarten through 12.
1 27 The bill may include a state mandate. However, the bill
1 28 nullifies the state mandate funding requirement provided in
1 29 section 25B.2, subsection 3.
