PAG LIN 1 1 Section 1. DEPARTMENT OF ELDER AFFAIRS. There is 1 2 appropriated from the general fund of the state to the 1 3 department of elder affairs for the fiscal year beginning July 1 4 1, 1997, and ending June 30, 1998, the following amounts, or 1 5 so much thereof as is necessary, to be used for the purposes 1 6 designated: 1 7 1. For programs and services for elderly persons: 1 8 .................................................. $ 4,000,000 1 9 a. Of the funds appropriated in this subsection, $129,592 1 10 shall be used for the retired senior volunteer program. 1 11 b. Of the funds appropriated in this subsection, $150,000 1 12 shall be used for Alzheimer's support. 1 13 c. Of the funds appropriated in this subsection, $25,000 1 14 shall be used for mental health outreach. 1 15 d. Of the funds appropriated in this subsection, 1 16 $1,195,408 shall be used for general services for elderly 1 17 persons. 1 18 e. Of the funds appropriated in this subsection, 1 19 $2,500,000 shall be used for citizens of Iowa over 60 years of 1 20 age for case management for the frail elderly. 1 21 Funds appropriated in this subsection over the funding 1 22 level appropriated for the fiscal year beginning July 1, 1989, 1 23 and ending June 30, 1990, shall not be used for area agencies 1 24 on aging administrative purposes or for the development of new 1 25 program initiatives unless developed through the area agencies 1 26 on aging planning process. 1 27 Sec. 2. DEPARTMENT OF PUBLIC HEALTH. There is 1 28 appropriated from the general fund of the state to the Iowa 1 29 department of public health for the fiscal year beginning July 1 30 1, 1997, and ending June 30, 1998, the following amounts, or 1 31 so much thereof as is necessary, to be used for the purposes 1 32 designated: 1 33 1. For the county health nurse program, to be used for 1 34 home nursing visits for elderly persons: 1 35 .................................................. $ 2,637,465 2 1 2. For the county home care aide program to be used for 2 2 homemaker-home health and chore program services for elderly 2 3 persons: 2 4 .................................................. $ 9,016,053 2 5 3. For the county Iowa senior health program: 2 6 .................................................. $ 801,337 2 7 Funds appropriated in this subsection over the funding 2 8 level appropriated for the fiscal year beginning July 1, 1989, 2 9 and ending June 30, 1990, shall not be used for additional 2 10 administrative costs or the development of new program 2 11 initiatives unless developed through the county organizations 2 12 planning process. 2 13 EXPLANATION 2 14 This bill makes appropriations for the fiscal year 2 15 beginning July 1, 1997, and ending June 30, 1998, to the Iowa 2 16 department of elder affairs for the elderly services program 2 17 and the Iowa department of public health for the home nursing 2 18 program and home care aide program. 2 19 The bill appropriates $4 million to the department of elder 2 20 affairs for programs and services for elderly persons and 2 21 contains specific dollar amounts allocated for the retired 2 22 senior volunteer program, Alzheimer's support, mental health 2 23 outreach, general services for elderly persons, and case 2 24 management for the frail elderly. No amount of the $4 million 2 25 appropriation exceeding the funding level for the fiscal year 2 26 beginning July 1, 1989, and ending June 30, 1990, shall be 2 27 used for area agencies on aging administrative purposes or for 2 28 the development of new program initiatives unless developed 2 29 through the area agencies on aging planning process. 2 30 The bill also appropriates funds to the Iowa department of 2 31 public health. Funds are appropriated to the county health 2 32 nurse program to be used for home nursing visits for the 2 33 elderly, for the county home care aide program to be used for 2 34 homemaker-home health and chore program services, and for the 2 35 county Iowa senior health program. No amount of the 3 1 appropriation to the Iowa department of public health 3 2 exceeding the funding level for the fiscal year beginning July 3 3 1, 1989, and ending June 30, 1990, shall be used for 3 4 additional administrative costs or the development of new 3 5 program initiatives unless developed through the county 3 6 organizations planning process. 3 7 LSB 1094SS 77 3 8 rn/cf/24
