1 1 Section 1. NEW SECTION. 321.178A SAFE DRIVING COURSE –
1 2 CERTIFICATION.
1 3 The department shall adopt rules to establish criteria for
1 4 and provide for the certification of safe driving courses to
1 5 be offered to licensees age fifty-five and older.
1 6 Sec. 2. Section 321.182, Code 1997, is amended by adding
1 7 the following new subsection:
1 8 NEW SUBSECTION. 5. If the applicant is age eighty or
1 9 older, certify that the applicant has successfully completed a
1 10 safe driving course certified by the department pursuant to
1 11 section 321.178A.
1 12 Sec. 3. Section 321.196, Code 1997, is amended by adding
1 13 the following new unnumbered paragraph:
1 14 NEW UNNUMBERED PARAGRAPH. Notwithstanding this section, a
1 15 licensee age eighty or older, prior to each renewal of the
1 16 licensee's license, must successfully complete a safe driving
1 17 course certified by the department pursuant to section
1 18 321.178A.
1 19 Sec. 4. NEW SECTION. 516B.4 REDUCTION IN PREMIUMS FOR
1 20 CERTAIN INSUREDS AGE FIFTY-FIVE AND OLDER COMPLETING CERTIFIED
1 21 SAFE DRIVING COURSE.
1 22 The commissioner shall require that insurance companies
1 23 transacting business in this state provide an appropriate
1 24 reduction in premiums for automobile liability insurance for
1 25 an insured age fifty-five or older who successfully completes
1 26 a safe driving course certified by the department of
1 27 transportation pursuant to section 321.178A.
1 28 EXPLANATION
1 29 This bill directs the department of transportation to
1 30 establish criteria for, and provide for certification of,
1 31 driver safety courses to be offered to drivers age 55 and
1 32 older. A person age 80 or older is required to successfully
1 33 complete a certified driver safety course prior to being
1 34 issued a license and prior to each renewal of the licensee's
1 35 license. The bill directs the commissioner of insurance to
2 1 require insurance companies to provide a reduction in
2 2 automobile liability insurance premiums for licensees age 55
2 3 or older who successfully complete a certified safe driving
2 4 course.
