1 1 Section 1. ELDERLY CARE COMMITTEE.
1 2 1. The governor shall appoint an elderly care committee
1 3 with membership comprised of senior citizen services consumers
1 4 aged sixty and over, members of the general assembly, senior
1 5 citizen service providers, and senior citizen service funding
1 6 sources. Appointees from the general assembly shall represent
1 7 both political parties and houses of the general assembly.
1 8 Senior citizen service provider appointees may include, but
1 9 are not limited to, providers of assisted living, adult day
1 10 care, adult foster home care, elder group home care, case
1 11 management services, and nursing home care. Senior citizen
1 12 service funding sources may include, but are not limited to,
1 13 state and federal financial assistance programs such as
1 14 Medicare, medicaid, the social security administration, and
1 15 private lending and health care benefit organizations. A
1 16 minimum of sixty percent of the committee membership must be
1 17 made up of senior citizens age sixty and over.
1 18 2. The committee shall develop a recommendation for a
1 19 comprehensive policy addressing the needs of aging citizens
1 20 and the delivery of services to senior citizens age sixty and
1 21 over which defines progressive levels of senior citizen care,
1 22 identifies licensing or regulatory issues, and streamlines
1 23 access to funding sources. In developing its recommendation,
1 24 the committee, with the assistance of the department of elder
1 25 affairs, shall identify current service options, delivery
1 26 systems, and payment sources and recommend changes in current
1 27 policies, programs, and funding to establish a system of
1 28 defined care options available to citizens age sixty and over
1 29 based on need and personal choice.
1 30 3. The expenses of the committee and needed support
1 31 services shall be paid from funds appropriated to the
1 32 department of elder affairs for this purpose.
1 33 4. The committee shall report its recommendation to the
1 34 governor and the general assembly within one year from the
1 35 date of formation.
2 1 EXPLANATION
2 2 This bill establishes an elderly care committee appointed
2 3 by the governor and comprised of senior citizens age 60 and
2 4 over, legislators from both houses and political parties,
2 5 providers of services for senior citizens and sources of
2 6 funding for those services. At least 60 percent of the
2 7 membership shall have reached the age of 60. The bill
2 8 contains examples of providers of senior citizen services and
2 9 sources of funding for obtaining those services which may be
2 10 considered by the governor in making appointments to the
2 11 committee. The committee is charged with developing a
2 12 recommendation for an overall aging and aging services
2 13 delivery policy which defines progressive levels of senior
2 14 citizen care, identifies licensing or regulatory issues, and
2 15 streamlines access to funding sources. The committee shall
2 16 make a report of its recommendations to the governor and the
2 17 general assembly within one year from the date of formation.
