1 1 SENATE CONCURRENT RESOLUTION NO. ___

1 3 A Concurrent Resolution requesting the Legislative
1 4 Council to establish an interim study committee
1 5 to review the issue of the deregulation and
1 6 restructuring of the electric utility industry.
1 7 WHEREAS, the electric utility industry is shifting
1 8 from a regulated environment to one subject to more
1 9 competition and less regulation in certain areas of
1 10 this country; and
1 11 WHEREAS, such transformation of the electric
1 12 utility marketplace will potentially affect utilities
1 13 and consumers in this state; and
1 14 WHEREAS, federal legislation deregulating or
1 15 restructuring the electric industry has been offered
1 16 and state legislation has been offered and passed in
1 17 several states, and such legislation may impact Iowa
1 18 utilities and consumers; NOW THEREFORE,
1 19 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
1 20 REPRESENTATIVES CONCURRING, That the Legislative
1 21 Council is requested to establish an interim study
1 22 committee consisting of members of both houses of the
1 23 General Assembly to review the issue of deregulating
1 24 or restructuring the electric utility industry in this
1 25 state; and
1 26 BE IT FURTHER RESOLVED, That the committee review
1 27 the actions of other states regarding this issue and
1 28 the experience of such states enacting such
1 29 legislation; and
1 30 BE IT FURTHER RESOLVED, That the committee also
2 1 review how such legislation may impact both electric
2 2 utilities and consumers in this state and develop
2 3 recommendations, if any, relating to deregulating or
2 4 restructuring the electric utility industry in this
2 5 state.
