1 3 (COMPANION TO LSB 4420HH BY CONNORS)
1 4 A Concurrent Resolution congratulating Dr. Joan
1 5 Roberts for being named the 1997 Iowa Secondary
1 6 Principal of the Year.
1 7 WHEREAS, Dr. Joan Roberts earned her undergraduate
1 8 degree in secondary education from the University of
1 9 Northern Iowa and her master's and doctorate degrees
1 10 from Drake University; and
1 11 WHEREAS, Dr. Roberts has worked within the Des
1 12 Moines Independent School District for 20 years,
1 13 serving since 1990 as the principal at Des Moines'
1 14 North High School; and
1 15 WHEREAS, North High School has a diverse
1 16 enrollment; and
1 17 WHEREAS, North High School has experienced
1 18 declining enrollment, high dropout and mobility rates,
1 19 and low academic achievement; and
1 20 WHEREAS, Dr. Roberts has been an energizing force
1 21 at North High School, which has in the past 12 years
1 22 doubled its enrollment, reduced its dropout rate to
1 23 less than five percent, tripled its enrollment in
1 24 advanced courses, and integrated case management and
1 25 support services for drug prevention, alcohol
1 26 prevention, violence prevention, and teen pregnancy
1 27 and parenting into the school program; and
1 28 WHEREAS, in the past five years, graduates of North
1 29 High School have earned more scholarship dollars on
1 30 average than the graduates from any other Des Moines
2 1 high school; and
2 2 WHEREAS, Dr. Roberts has revitalized her school and
2 3 awakened the pride of North High School's students and
2 4 their families, brought positive recognition of North
2 5 High School, and is a tremendous role model for other
2 6 building principals and for the young women enrolled
2 7 in North High School; and
2 8 WHEREAS, Dr. Roberts was nominated by her peers,
2 9 selected by a committee of Iowa secondary principals,
2 10 and named the 1997 Iowa Secondary Principal of the
2 11 Year by the School Administrators of Iowa, and, in
2 12 addition, has received national recognition as a 1997
2 13 State Principal of the Year by the National
2 14 Association of Secondary School Principals; NOW
2 15 THEREFORE
2 16 BE IT RESOLVED BY THE SENATE, THE HOUSE OF
2 17 REPRESENTATIVES CONCURRING, That the General Assembly
2 18 honors Dr. Joan Roberts of North High School in Des
2 19 Moines for her exemplary work in education, applauds
2 20 the achievements realized by the school and its
2 21 students under her administration, and congratulates
2 22 her for her outstanding accomplishment in being named
2 23 the 1997 Iowa Secondary Principal of the Year; and
2 24 BE IT FURTHER RESOLVED, That an official copy of
2 25 this Concurrent Resolution be prepared for
2 26 presentation to Dr. Joan Roberts.
