PAG LIN 1 1 SENATE CONCURRENT RESOLUTION NO. ___ 1 2 BY VILSACK 1 3 A Concurrent Resolution urging action by the 1 4 federal government to protect workers from 1 5 repetitive stress injuries. 1 6 WHEREAS, it is the public policy of this state to 1 7 assure every working person in the state safe and 1 8 healthful working conditions and to preserve human 1 9 resources; and 1 10 WHEREAS, repetitive stress injuries, caused by 1 11 workers repeatedly performing a movement that is 1 12 traumatic to part of the body, are increasingly a 1 13 threat to the health and safety of workers in this 1 14 state and country; and 1 15 WHEREAS, repetitive stress injuries are one of the 1 16 fastest growing workplace injuries in the country, 1 17 costing employers more than $20 billion for 2.73 1 18 million workers' compensation claims in 1993; and 1 19 WHEREAS, repetitive stress injuries account for one 1 20 of every $3 in employer workers' compensation costs in 1 21 this country; and 1 22 WHEREAS, repetitive stress injuries are of 1 23 particular concern to workers in this state because of 1 24 the high incidence of such injuries to workers in the 1 25 meatpacking industry; and 1 26 WHEREAS, the United States Occupational Safety and 1 27 Health Administration has recently announced it will 1 28 address repetitive stress injuries and has named an 1 29 ergonomics coordinator to head this effort; and 1 30 WHEREAS, the health and safety of Iowa workers, and 2 1 workers across the country, need swift action in 2 2 establishing safety standards to address repetitive 2 3 stress injuries; NOW THEREFORE, 2 4 BE IT RESOLVED BY THE SENATE, THE HOUSE OF 2 5 REPRESENTATIVES CONCURRING, That the General Assembly 2 6 of the State of Iowa expresses its support for action 2 7 concerning the prevention of repetitive stress 2 8 injuries in the workplace and requests the United 2 9 States Occupational Safety and Health Administration 2 10 to place a high priority in fashioning workable 2 11 standards that will protect workers from these 2 12 injuries; and 2 13 BE IT FURTHER RESOLVED, That the United States 2 14 Occupational Safety and Health Administration 2 15 carefully consider, in establishing standards, the 2 16 urgent need for the protection of workers in the 2 17 meatpacking industry from repetitive stress injuries; 2 18 and 2 19 BE IT FURTHER RESOLVED, That the United States 2 20 Congress pass legislation, if necessary, to ensure the 2 21 adoption and application of standards that will 2 22 protect workers from repetitive stress injuries; and 2 23 BE IT FURTHER RESOLVED, That copies of this 2 24 resolution be sent to the United States Occupational 2 25 Safety and Health Administration, the President of the 2 26 United States Senate, the Speaker of the United States 2 27 House of Representatives, and the members of Iowa's 2 28 congressional delegation. 2 29 LSB 2381XS 77 2 30 ec/cf/28
