PAG LIN 1 1 Amend the House amendment, S-5771, to Senate File 1 2 2418, as amended, passed, and reprinted by the Senate, 1 3 as follows: 1 4 #1. Page 1, line 30, by inserting after the word 1 5 "appropriate." the following: "The study authorized 1 6 in this section shall also include, but not be limited 1 7 to, a determination as to the appropriate number of 1 8 Iowa communications network classrooms which should be 1 9 established per capita." 1 10 #2. Page 1, by inserting after line 30 the 1 11 following: 1 12 "# . Page 5, by inserting after line 4 the 1 13 following: 1 14 "Sec. ___. DIVISION OF INFORMATION TECHNOLOGY 1 15 SERVICES HEAD SENATE CONFIRMATION. Notwithstanding 1 16 any contrary provision, the individual appointed by 1 17 the director of the department of general services as 1 18 the head of the division of information technology 1 19 services in the department shall be subject to senate 1 20 confirmation."" 1 21 #3. (1) Seven individuals to be appointed as 1 43 follows: 1 44 (a) Three members appointed by the governor. 1 45 (b) Two members appointed by the majority leader 1 46 of the senate in consultation with the minority leader 1 47 of the senate. 1 48 (c) Two members appointed by the speaker of the 1 49 house of representatives in consultation with the 1 50 majority and minority leaders of the house of 2 1 representatives. 2 2 (2) Members appointed pursuant to subparagraph (1) 2 3 shall include the following: 2 4 (a) One member representing financial institutions 2 5 who shall be actively engaged in finance and banking. 2 6 (b) One person representing insurers who shall be 2 7 actively engaged in the insurance industry. 2 8 (c) One person representing attorneys who shall be 2 9 actively engaged in the profession of law. 2 10 (d) One person representing media interests. 2 11 (e) One person representing cities who shall be 2 12 actively engaged in the administration of a city. 2 13 (f) One person representing counties who shall be 2 14 actively engaged in the administration of a county. 2 15 (g) One person with technical expertise who shall 2 16 provide guidance and advice on the status of 2 17 technology and anticipated technological developments. 2 18 (3) A person appointed pursuant to this paragraph 2 19 shall not directly or indirectly have a conflict of 2 20 interest." 2 21 #6. Page 6, by striking line 45 and inserting the 2 22 following: 2 23 "Sec. ___. FUNDING FOR IOWACCESS." 2 24 #7. Page 6, by striking lines 48 and 49 and 2 25 inserting the following: "not to exceed four hundred 2 26 thousand dollars, up to one dollar of each". 2 27 #8. Page 7, line 6, by inserting after the figure 2 28 "VII." the following: "For fiscal years beginning on 2 29 or after July 1, 1999, funding for the purposes of 2 30 developing, implementing, maintaining, and expanding 2 31 electronic access to government records in accordance 2 32 with the requirements as set forth in chapter 18, 2 33 division VII, shall be provided through the general 2 34 assembly's appropriation process and the department of 2 35 general services shall include a line item request for 2 36 such funding in the department's annual budget 2 37 request." 2 38 #9. By striking page 7, line 21, through page 8, 2 39 line 7, and inserting the following: 2 40 "# . Page 15, by inserting after line 25 the 2 41 following: 2 42 "Notwithstanding any contrary provision, the 2 43 commission shall not permit any new connections to the 2 44 network after June 30, 1999, except for a connection 2 45 where the construction associated with such connection 2 46 has commenced on or before June 30, 1999."" 2 47 #10.
