  1  1    Amend the amendment, S-5680, to House File 2395, as
  1  2 amended, passed, and reprinted by the House, as
  1  3 follows:
  1  4    #1.  Page 2, by striking lines 7 through 13.
  1  5    #2.  Page 2, line 23, by striking the figure
  1  6 "50,000" and inserting the following:  "109,000".
  1  7    #3.  Page 2, by striking lines 29 through 32.
  1  8    #4.  Page 2, line 33, by inserting before the word
  1  9 "Notwithstanding" the following:  "Any lottery
  1 10 revenues remaining in the lottery fund at the end of
  1 11 the fiscal year beginning July 1, 1997, as a result of
  1 12 not being appropriated or as a result of a veto of any
  1 13 appropriation made in this section shall be
  1 14 transferred to the general fund of the state."
  1 15    #5.  Page 2, line 38, by inserting after the word
  1 16 "year." the following:  "Moneys which revert at the
  1 17 end of the succeeding fiscal year shall be transferred
  1 18 to the general fund of the state."
  1 19    #6.  Page 3, by inserting after line 27 the
  1 20 following:
  1 21    "Sec. ___.  Section 97B.49B, subsection 3,
  1 22 paragraph b, subparagraph (6), if enacted in 1998 Iowa
  1 23 Acts, House File 2496, section 36, is amended to read
  1 24 as follows:
  1 25    (6)  For the fiscal year commencing July 1, 1994,
  1 26 and each succeeding fiscal year through the fiscal
  1 27 year ending June 30, 1998, each judicial district
  1 28 department of correctional services shall pay to the
  1 29 department of personnel from funds appropriated to
  1 30 that judicial district department of correctional
  1 31 services, the amount necessary to pay the employer
  1 32 share of the cost of the additional benefits provided
  1 33 to employees covered under subsection 1, paragraph
  1 34 "d", subparagraph (7) of a judicial district
  1 35 department of correctional services who are employed
  1 36 as a probation officer III or a parole officer III."
  1 37    #7.  Page 5, by inserting after line 38 the
  1 38 following:
  1 39    "Sec. ___.  If the amendment to section 421.40,
  1 40 unnumbered paragraph 3, Code 1997, contained in 1998
  1 41 Iowa Acts, House File 2530 is enacted, that amendment
  1 42 shall prevail over the amendment to section 421.40,
  1 43 unnumbered paragraph 3, Code 1997, contained in 1998
  1 44 Iowa Acts, Senate File 518, section 39.
  1 45    Sec. ___.  1998 Iowa Acts, House File 2290, section
  1 46 7, if enacted, is amended to read as follows:
  1 47    SEC. 7.  EFFECTIVE DATE.  Section 6 of this Act,
  1 48 being deemed of immediate importance, takes effect
  1 49 upon enactment.  Section 5 of this Act takes effect
  1 50 December 15, 1998, and applies to nonresident deer
  2  1 hunting licenses for calendar years beginning on or
  2  2 after January 1, 1999.
  2  3    Sec. ___.  Section 483A.8, subsection 3, Code 1997,
  2  4 as amended by 1998 Iowa Acts, Senate File 187, section
  2  5 10, is amended to read as follows:
  2  6    3.  A nonresident hunting deer is required to have
  2  7 a nonresident deer license and must pay the wildlife
  2  8 habitat fee.  The commission shall annually limit to
  2  9 six seven thousand five hundred licenses the number of
  2 10 nonresidents allowed to have deer hunting licenses.
  2 11 The number of nonresident deer hunting licenses shall
  2 12 be determined as provided in section 481A.38.  The
  2 13 commission shall allocate the nonresident deer hunting
  2 14 licenses issued among the zones based on the
  2 15 populations of deer.  However, a nonresident applicant
  2 16 may request one or more hunting zones, in order of
  2 17 preference, in which the applicant wishes to hunt.  If
  2 18 the request cannot be fulfilled, the applicable fees
  2 19 shall be returned to the applicant.  A nonresident
  2 20 applying for a deer hunting license must exhibit proof
  2 21 of having successfully completed a hunter safety and
  2 22 ethics education program as provided in section
  2 23 483A.27 or its equivalent as determined by the
  2 24 department before the license is issued.
  2 25    Sec. ___.  1998 Iowa Acts, Senate File 187, section
  2 26 27, if enacted, is amended to read as follows:
  2 27    SEC. 27.  EFFECTIVE AND APPLICABILITY DATES.  This
  2 28 Act takes effect December 15, 1998, and applies to
  2 29 licenses and fees for hunting, fishing, fur
  2 30 harvesting, and related wildlife and game activities
  2 31 for the calendar year years beginning on or after
  2 32 January 1, 1999."
  2 33    #8.  Page 5, by inserting after line 44 the
  2 34 following:
  2 35    "Sec. 300.  1998 Iowa Acts, Senate File 2406,
  2 36 section 13, if enacted, is amended to read as follows:
  2 37    SEC. 13.  IOWA EMPOWERMENT BOARD.  The Iowa
  2 38 empowerment board shall adopt rules, arrange for
  2 39 technical assistance, provide guidance, and take other
  2 40 actions needed to assist the designation of community
  2 41 empowerment areas and creation of community
  2 42 empowerment boards and to enable the community
  2 43 empowerment area boards to submit school ready
  2 44 children grant plans in a timely manner for the
  2 45 initial grants to be awarded and grant moneys to be
  2 46 paid.  For the initial grants, plans shall be
  2 47 submitted by September 1, 1998, or by January 1, 1999
  2 48 December 1, 1998, in accordance with criteria
  2 49 established by the board.  The Iowa board shall submit
  2 50 to the governor and the general assembly a proposed
  3  1 funding formula for distribution of school ready
  3  2 children grant moneys as necessary for statewide
  3  3 implementation of the grant program for the fiscal
  3  4 year beginning July 1, 1999, and subsequent fiscal
  3  5 years.
  3  6    Sec. 400.  1998 Iowa Acts, Senate File 2410,
  3  7 section 83, subsection 7, if enacted, is amended to
  3  8 read as follows:
  3  9    7.  Section 15, subsection 19, paragraph "b" "a",
  3 10 relating to authority to use moneys for support of the
  3 11 child welfare services work group.
  3 12    Sec. 500.  Section 514I.7, subsection 2, paragraph
  3 13 e, if enacted by 1998 Iowa Acts, House File 2517,
  3 14 section 9, is amended to read as follows:
  3 15    e.  Is not currently covered under or was not
  3 16 covered within the prior six months under a group
  3 17 health plan as defined in 42 U.S.C. } 300Ggg-91(a)(1)
  3 18 300gg-91(a)(1) or other health benefit plan, unless
  3 19 the coverage was involuntarily lost or unless dropping
  3 20 the coverage is allowed by rule of the board.
  3 21    Sec. ___.  1998 Iowa Acts, House File 2162,
  3 22 sections 34 and 42, are repealed."
  3 23    #9.  Page 5, by inserting after line 49 the
  3 24 following:
  3 25    "___.  Section 300, amending 1998 Iowa Acts, Senate
  3 26 File 2406, section 13.
  3 27    ___.  Section 400, amending 1998 Iowa Acts, Senate
  3 28 File 2410, section 83, subsection 7.

  3 32    #10.  By renumbering, relettering, or redesignating
