1 1 Amend Senate File 2418 as follows:
1 2 #1. Page 11, by inserting after line 18 the
1 3 following:
1 4 "Notwithstanding any contrary provision, the
1 5 division of information technology services,
1 6 department of general services, or any other state
1 7 agency or department, shall not enter into any
1 8 agreement or contract, and no moneys shall be expended
1 9 or obligated, for the purpose of establishing the
1 10 IowAccess system for providing electronic access to
1 11 government records, if established by enactment of the
1 12 Seventy-seventh General Assembly, 1998 Regular
1 13 Session, or for the purpose of establishing any other
1 14 similar system for providing electronic access to
1 15 government records, prior to the completion of the
1 16 study requested in this section and the submission of
1 17 the final report by the study committee and acceptance
1 18 of such final report by the legislative council."
