  1  3    #1.  Page 2, line 2, by inserting after the word
  1  4 "prisoners" the following:  ", provided that any
  1  5 shortfall in budgeted revenues to be recouped by a
  1  6 correctional facility from inmate work allowances
  1  7 shall not be covered by failing to fill authorized
  1  8 correctional officer positions or other authorized FTE
  1  9 positions".
