1 9 "Sec. ___. JUDICIAL RETIREMENT SYSTEM
1 10 RESTRUCTURING REPORT.
1 11 1. The state court administrator, on behalf of the
1 12 judicial retirement system, and the chief benefits
1 13 officer of the Iowa public employees' retirement
1 14 system (IPERS) shall coordinate a comprehensive study
1 15 to explore the possibility of restructuring the
1 16 current judicial retirement system by establishing a
1 17 new special classification within the Iowa public
1 18 employees' retirement system for purposes of providing
1 19 retirement benefits for judges, and they shall make
1 20 findings and recommendations pursuant to the study.
1 21 2. The study shall consider, but not be limited
1 22 to, the following:
1 23 a. The costs involved in transferring
1 24 responsibility of the retirement system for judges to
1 25 IPERS and any cost savings likely to be realized with
1 26 such a transfer of responsibility.
1 27 b. The establishment of a mechanism for providing
1 28 current judges the ability to remain within the
1 29 current judicial retirement system or to transfer to a
1 30 new judicial special classification in IPERS.
1 31 c. The benefit structure to be provided to a judge
1 32 within a new judicial special classification within
1 33 IPERS.
1 34 d. The establishment of a mechanism to determine
1 35 the contribution rates for judges and employers under
1 36 a new judicial special classification in IPERS.
1 37 e. Consideration of the impact of a transfer of
1 38 the judicial retirement system to IPERS on judges and
1 39 retired judges. In considering the impact on judges
1 40 and retired judges, the systems shall solicit input
1 41 from judges and retired judges.
1 42 3. On or before September 1, 1999, the chief
1 43 benefits officer and the state court administrator
1 44 shall file a joint report with the legislative service
1 45 bureau, for distribution to the public retirement
1 46 systems committee, which contains the findings and any
1 47 recommendations of the study."
